Diese Richtlinie lässt - auch wenn ihre Bezeichnung auf das Gegenteil hindeutet - die Vorschriften der ursprünglichen Aktionärsrechterichtlinie (2007/36/EG) weitestgehend unberührt. Sie ergänzt diese vielmehr um einige neue Artikel. Ziel der Aktionärsrechterichtlinie in ihrer aktuellen Fassung (ARRL) ist es vor allem, die Rechte der einzelnen Aktionäre zu stärken (Erwägungsgrund 1 ARRL).
