La constatazione soprattutto alla luce degli angosciosi momenti che si vivono nella zona flegrea è che oltre il terremoto che ancora altro che tiene in tensione la popolazione e chi la governa e che richiede vigilanza e azione. Girare pagina e andare oltre, evidentemente, non significa mettere una pietra sull'accaduto e pensare ad altro; bensì creare concretamente le premesse perché il capitolo terremoto con tutto quello che ne può conseguire di lutti e distruzioni sia chiuso una volta e per sempre. Come? Certamente non si può nè mai si potrà influire sul terremoto come fenomeno naturale. Al contrario si può e si deve pienamente intervenire sul potenziale carico calamitoso di questo evento. Si può, cioè, evitare che uccida ed evitare che distrugga preparandosi a riceverlo. Tutto ciò è un fatto di cultura, di conoscenza innanzitutto delle calamità naturali.
