The State Electricity Boards (SEB) present huge potential for daily change in the lives of a billion strong Indian population. Often described as nearly impossible to reform SEBs offer huge untapped potential for higher technological efficiency that in turn could mean reliable electricity for day to day life reduced bills for the users and the public exchequer higher environmental sustainability. For this potential to appear clearly in the public debate the so called technicalities of the power sector should no longer be the monopoly of a few specialists and technocrats. And indeed India's history of economic regulation has entered into a new era when in the power sector the model of independent regulation for utilities got enacted through the Electricity Regulatory Commissions Act 1998 then followed by the new Electricity Act 2003. The Regulatory Commissions gained a saying in virtually all technical matters within the utilities. The biggest chasse gardee of the SEBs engineers had not resisted. This volume comes as third in a series on the power sector reforms in India. The series attempts at understanding (i) the organizational tasks (ii) the tariffs aspects (iii) the role of the private (iv) the role of technology in the complex variegated state specific Indian scenario. A clear and sound public debate on tariffs service advantages and limits of privatization in the Indian scenario can only come from an informed assessment of current margins in technological enhancement of SEBs and on the relevance of the Act in framing such a new Indian power system. This volume wishes to contribute to this debate. 220 pp.…

Buch. Condición: Neu. Druck auf Anfrage Neuware - Printed after ordering - Computer generated 3D animation has matured over the years into a complex art form. Coordinating and presenting the character's movement in three dimensions to convey a specific idea to the audience requires artistic and technical skills, and often a labourious iterative trial-and-error process to get it right. Creating moving camera character animations in 3D is a multi-faceted computer graphics and computer vision problem. Warranting a formal representation of the moving camera, and efficient algorithms to help author the multitude of character poses required for the animation. It is also necessary to deal with issues pertaining to camera and character pose interpolation and visualization of the association between the two. The solution to this problem has to be efficient and elegant from the perspective of a computer scientist, and make sense and be intuitive to use. This well-researched book contains a large number of example animations to explain and illustrate this versatile technique.…

Taschenbuch. Condición: Neu. Neuware - The Indian Conference on Computer Vision, Graphics and Image Processing (ICVGIP) is a forum bringing together researchers and practitioners in these related areas, coming from national and international academic institutes, from government research and development laboratories, and from industry. ICVGIP has been held biannually since its inception in 1998, attracting more participants every year, including international participants. The proceedings of ICVGIP 2006, published in Springer's series Lecture Notes in Computer Science, comprise 85 papers that were selected for presentation from 284 papers, which were submitted from all over the world. Twenty-nine papers were oral presentations, and 56 papers were presented as posters. For the first time in ICVGIP, the review process was double-blind as common in the major international conferences. Each submitted paper was assigned at least three reviewers who are experts in the relevant area. It was difficult to select such a few papers, as there were many other deserving, but those could not be accommodated.…
