Der Sammelband, herausgegeben von Jörg Feuchter und Johannes Helmrath, untersucht diese Themen und entstand aus einem Forschungsprojekt an der Humboldt-Universität zu Berlin. Die 16 Beiträge analysieren Vergleichskriterien zwischen älteren und modernen Parlamenten und bieten epochenübergreifende Analysen, von den französischen Ständeversammlungen des Spätmittelalters bis zum deutschen Reichstag des 19. Jahrhunderts. Ein Schwerpunkt liegt auf dem englischen Parlament, aber auch die Loya Jirga Afghanistans und die russische Duma von 1905/1906 werden behandelt. Die Büßer und Büßerinnen - ein Drittel waren Frauen - gehörten ganz überwiegend zu den politischen Eliten, den Geschlechtern der Konsuln. Doch obwohl damit die Führungsgruppe der Stadt gleichsam in eine Bußgruppe verwandelt wurde, überstand sie die Inquisition ohne größere Folgen. Denn die Büßer hatten eine rechtliche Neuerung im Inquisitionsverfahren genutzt, wonach bei einer freiwilligen und vollständigen Aussage die schwersten Sanktionen - Tod, Gefängnis und Enteignung - vermieden werden konnten. Deshalb erhielten sie lediglich Wallfahrtsbußen oder die Auflage, Kriegsdienst für das bedrohte Konstantinopel zu leisten.
