Verso la fine dell'Ottocento studiosi di nazionalità diverse e Luici Bombicci in Italia proposero un nuovo metodo per ovviare ai danni alle colture agricole usando mezzi di artiglieria contro la grandine (cfr. Bisocchi 1916, p.15.) Nel 1897 in Stiria era stata approntata una campagna di difesa con cannoni anti grandine. L'eco dei risultati, abbastanza lusinghieri, fece il giro dell'Europa e si diffusero centri sperimentali in Francia, Dalmazia, Ungheria, Spagna e Svizzera. L'anno successivo, grazie all'opera di diffusione dell'agronomo ed editore Edoardo Ottavi, anche in Italia si iniziarono a sperimentare gli spari grandinifughi. Dopo alcuni mesi di esperienze e tentativi coronati più o meno da successi, fu riunito un primo congresso a Casale Monferrato.
