Während Webdesinger kleinere Präsenzen lokal erstellen und im Quelltext optimieren können, werden im Umfeld größerer Umgebungen hierfür meist Content Management Systeme (CMS) eingesetzt. Diese bieten den Vorteil, dass die anfallenden Aufgaben auf entsprechend spezialisierte Personengruppen verteilt werden können. Für die Erstellung des Inhaltes sind in diesem Fall Redakteure verantwortlich. Durch ein CMS können sie ihre Aufgaben ohne Kenntnisse der zu Grunde liegenden Techniken, wie HTML oder CSS, ausführen. Die Kombination aus Verantwortung für den Inhalt sowie fehlendem Grundlagenwissen kann zu Barrieren innerhalb der Internetseiten führen. Hierdurch können Personengruppen mit bestimmten persönlichen oder technischen Einschränkungen den bereitgestellten Inhalt nicht oder nur bedingt nutzen. Dies ist zu vermeiden. Neben Gesetzen und Verordnungen, welche das Einhalten einer Barrierefreiheit für meist öffentliche Träger vorschreiben, führt der Abbau von Hindernissen zu der Erhöhung der Anzahl potenzieller Besucher. Da das primäre Ziel jeder Internetseite zunächst das Generieren von Aufmerksamkeit darstellt, tragen Aspekte der Barrierefreiheit zur Zielmaximierung bei. Für die Auswahl eines geeigneten CMS steht eine Vielzahl an kommerziellen und nicht-kommerziellen Systemen zur Verfügung. Für die nachfolgenden Betrachtungen wurde TYPO3 ausgewählt. Dieses kann aufgrund seines Funktionsumfangs als Enterprise-Lösung eingestuft werden. Durch das Open Source Lizenzmodell und seine Gestaltung als plattformunabhängige Serverapplikation ist es vielseitig und auch in nichtkommerziellen Umgebungen einsetzbar.
