First, when the Treaty on European Union (popularly known as the Maastricht Treaty, and, hereafter referred to as the Treaty in this introduction…) was signed in February 1992, it was agreed that the heads of government of the EU Member States would assemble, in 1996, to examine its workings. This meeting will be known as the Intergovernmental Conference (IGC). Second, by the end of the century, it is certain that arrangements will have been made for the admission of some countries of Central and Eastern Europe into the European Union (EU). Consequently, even with or without the holding of the IGC, it will be urgently necessary to reform some of the Community's policies - notably the Common Agricultural Policy (CAP) and the structural poliCies which are linked, for example, 2 Europe - Toward 2001 with the Regional and Social Funds - before these countries become members. Failure to do this could result in bankruptcy for the EU. Of almost equal importance is the reform of the institutions and the actual workings of the Community. Already with 12 Member States, it was difficult enough to manage things on a daily basis. Now, as more countries join the Union, things could literally grind to a stop. Thus, changes in this area are indispensable.

The general purpose paral…lel computer is an elusive goal. Multithreaded processors have emerged as a promising solution to this conundrum by forming some amalgam of the commonplace control-flow (von Neumann) processor model with the more exotic data-flow approach. This new processor model offers many exciting possibilities and there is much research to be performed to make this technology widespread. Multithreaded processors utilize the simple and efficient sequential execution technique of control-flow, and also data-flow like concurrency primitives. This supports the conceptually simple but powerful idea of rescheduling rather than blocking when waiting for data, e.g. from large and distributed memories, thereby tolerating long data transmission latencies. This makes multiprocessing far more efficient because the cost of moving data between distributed memories and processors can be hidden by other activity. The same hardware mechanisms may also be used to synchronize interprocess communications to awaiting threads, thereby alleviating operating system overheads. Supporting synchronization and scheduling mechanisms in hardware naturally adds complexity. Consequently, existing multithreaded processor designs have tended to make incremental changes to existing control-flow processor designs to resolve some problems but not others. Multithreaded Processor Design serves as an excellent reference source and is suitable as a text for advanced courses in computer architecture dealing with the subject.

The presence of nonlinear inter action terms in the objective function makes these, otherwise simple, problems NP hard. In the first two chapters of this monograph we provide a survey of models of this type and give a common framework for them as Boolean quadratic problems with special ordered sets (BQPSs). Special ordered sets associated with these BQPSs are of equal cardinality and either are disjoint as in clique partitioning problems, graph partitioning problems, class-room scheduling problems, operations-scheduling problems, multi-processor assign ment problems and VLSI circuit layout design problems or have intersections with well defined joins as in asymmetric and symmetric Koopmans-Beckmann problems and quadratic assignment problems. Applications of these problems abound in diverse disciplines, such as anthropology, archeology, architecture, chemistry, computer science, economics, electronics, ergonomics, marketing, operations management, political science, statistical physics, zoology, etc. We then give a survey of the traditional solution approaches to BQPSs. It is an unfortunate fact that even after years of investigation into these problems, the state of algorithmic development is nowhere close to solving large-scale real life problems exactly. In the main part of this book we follow the polyhedral approach to combinatorial problem solving because of the dramatic algorith mic successes of researchers who have pursued this approach. 236 pp. Englisch.

However, to compete in a global market, it is essential to improve the productivity in small batch manufacturing industries. For this purpose, some innovative methods are needed to reduce product cost, lead time and enhance product quality to help increase market share and profitability. What is also needed is a higher level of integration of the design and manufacturing activities in a company. Group technology provides such a link between design and manufacturing. The adoption of group technology concepts, which allow for small batch production to gain economic advantages similar to mass production while retaining the flexibility of job shop methods, will help address some of the problems. 292 pp. Englisch.
