Ebenso wie Personal, Kapital, Technologie und Information haben Immobilien einen maßgeblichen Einfluss auf den Erfolg von Organisationen. Das Immobilien- und Facility Management beschränkt sich bisher oft auf eine passive und reaktive Bestandsverwaltung. Daraus resultieren eine Vielzahl an Problemen: vielerorts sind an der Betreuung einer Immobilie mehrere Ämter involviert, die Zuständigkeiten sind also zersplittert. Ein zentrales Immobilien- und Facility Management gibt es nur in Einzelfällen. Auch betriebswirtschaftliches Management Know-how und adäquate Strategieansätze fehlen. Ein umfassendes Konzept für den Umgang mit kommunalen Immobilien ist also dringend notwendig. Es muss geeignet sein, die reine Verwaltung der Liegenschaften durch ein aktives, strategisches Immobilienmanagement mit effizienter Bewirtschaftung von benötigten sowie der optimierten Verwertung von nicht (mehr) benötigten Immobilien und Flächen abzulösen. Durch die genannten Probleme ist die Kritik an die öffentliche Hand sehr groß und der Handlungsdruck steigt. Obwohl es an theoretischen geeigneten Konzepten für das kosten- und wertorientierte Management öffentlicher Immobilienbestände nicht mangelt, werden nur wenig Veränderungen innerhalb der traditionellen Verwaltungsstrukturen vorgenommen. Ziel dieser Diplomarbeit ist es daher den Kommunen Handlungsempfehlungen für die Optimierung der Immobilienstrategie, der Organisation und dem Management sowie der Immobiliensteuerung zu geben. Die zentrale Forschungsfrage lautet: "Wie kann das kommunale Immobilien- und Facility Management verbessert werden"? Um diese Frage beantworten zu können wurde eine empirische Untersuchung in allen Kommunen Österreichs mit mehr als 10.000 Einwohnern durchgeführt, zusätzlich wurden die Immobilienverantwortlichen ausgewählter Kommunen in einem vertiefenden Interview befragt. Aus dem ermittelten Status Quo und den Ergebnissen der vertiefenden Interviews ergaben sich die fünf wichtigsten Handlungsfelder: Personalmanagement, Organisationsgestaltung, Immobiliensteuerung und -controlling, Verrechnungspreissystem und Datenmanagement/IT Unterstützung. Diese Diplomarbeit liefert einen Beitrag zur Weiterentwicklung des kommunalen Immobilien- und Facility Managements und richtet sich primär an die Immobilienverantwortlichen der Kommunen. Auszeichnung mit dem 2.Platz bei der Wahl zur ATGA Publikation 2007.

Ein umfassendes Konzept für den Umgang mit kommunalen Immobilien ist also dringend notwendig. Es muss geeignet sein, die reine Verwaltung der Liegenschaften durch ein aktives, strategisches Immobilienmanagement mit effizienter Bewirtschaftung von benötigten sowie der optimierten Verwertung von nicht (mehr) benötigten Immobilien und Flächen abzulösen. Durch die genannten Probleme ist die Kritik an die öffentliche Hand sehr groß und der Handlungsdruck steigt. Obwohl es an theoretischen geeigneten Konzepten für das kosten- und wertorientierte Management öffentlicher Immobilienbestände nicht mangelt, werden nur wenig Veränderungen innerhalb der traditionellen Verwaltungsstrukturen vorgenommen. Ziel dieser Diplomarbeit ist es daher den Kommunen Handlungsempfehlungen für die Optimierung der Immobilienstrategie, der Organisation und dem Management sowie der Immobiliensteuerung zu geben. Die zentrale Forschungsfrage lautet: 'Wie kann das kommunale Immobilien- und Facility Management verbessert werden' Um diese Frage beantworten zu können wurde eine empirische Untersuchung in allen Kommunen Österreichs mit mehr als 10.000 Einwohnern durchgeführt, zusätzlich wurden die Immobilienverantwortlichen ausgewählter Kommunen in einem vertiefenden Interview befragt. Aus dem ermittelten Status Quo und den Ergebnissen der vertiefenden Interviews ergaben sich die fünf wichtigsten Handlungsfelder: Personalmanagement, Organisationsgestaltung, Immobiliensteuerung und -controlling, Verrechnungspreissystem und Datenmanagement/IT Unterstützung. Diese Diplomarbeit liefert einen Beitrag zur Weiterentwicklung des kommunalen Immobilien- und Facility Managements und richtet sich primär an die Immobilienverantwortlichen der Kommunen.
