Mit der Unterzeichnung des Vertrags über die Europäische Union (EUV) in Maastricht, trat die EU als supranationale Institution an die Stelle der Europäischen Gemeinschaften. Die wirtschaftliche Integration, forciert durch die Römischen Verträge von 1957, wurde damit um die politische Integration erweitert. Entscheidungen der EU betrafen die Menschen fortan nicht mehr nur im wirtschaftlichen Bereich, sondern in allen Lebensbereichen. Dieser Eingriff in das Leben jedes einzelnen Individuums ging mit einer intensivierten und kritischeren Auseinandersetzung der Europäischen Integration einher, welchen Hooghe und Marks (Vgl. 2009: 5) mit der Politisierung des Themenfeldes 'Europa' betiteln. Darunter verstehen sie den Wandlungsprozess von einem 'permissive consensus', d.h. der stillschweigenden Hinnahme der Bevölkerung des von den Regierungen vorangetriebenen Integrationsprozesses, zu einem 'constraining dissensus', mit einer intensivierten öffentlichen Debatte über EU-Themen. De Wilde (Vgl. 2011: 566ff.) spezifizierte den Begriff dahingehend, dass er ihn in drei Prozessphasen einteilte: Polarisierung der Meinungen, Intensivierung der Debatte und öffentliche Resonanz. Mit der Debatte um EU-Politiken geht somit der Einbezug 'of societal actors, like political parties, mass media, interest groups, social movements and citizens' (Ebd.: 566) einher. Eine zentrale Position in diesem Geflecht kommt dabei den nationalen Parteien(-systemen) zu, wirken sie doch in Deutschland gemäß Art. 21 (1) GG an der Willensbildung des Volkes mit. Und auch Art. 191 EGV hebt die Wichtigkeit der Parteien auf europäischer Ebene hervor: 'Politische Parteien auf europäischer Ebene sind wichtig als Faktor der Integration in der Union. Sie tragen dazu bei, ein europäisches Bewußtsein herauszubilden und den politischen Willen der Bürger der Union zum Ausdruck zu bringen.' Aufgrund dieser Punkte liegt die Vermutung nahe, dass die zunehmende Politisierung Europas auch Einfluss auf die Parteien und Parteiensystem hat. Diese Hausarbeit möchte daran anknüpfend dem Aspekt einer europäischen Konfliktlinie (cleavage1) in Deutschland nachgehen. August 2010 stellte der ehemalige Bundesaußenminister Guido Westerwelle das neue Konzept der Bundesregierung für Lateinamerika und die Karibik vor. Das letzte und zugleich erste offizielle Strategiepapier für die Region geht auf das Jahr 1995 unter der Regierung von Helmut Kohl zurück. Damit reagierte die schwarz-gelbe Bundesregierung auf den eingangs genannten und zirka zwanzig Jahre andauernden Prozess, in dem Lateinamerika zunehmend von der politischen Agenda der deutschen Außenpolitik durch andere Themenfelder verdrängt worden ist. Das Ende des Ost-West-Konflikts und damit einhergehend die Integration der ehemals zur Sowjetunion gehörigen Länder oder der Internationale Terrorismus fanden nun vermehrt Aufmerksamkeit. Das vorgestellte Konzept spiegelt jedoch eine Illusion wider, nämlich die einer einheitlichen Politik gegenüber einer ganzen Region. Dem Dokument mangelt es an einer thematischen und länderbezogenen beziehungsweise subregionalenSchwerpunktsetzung. Weitgehend dominieren Überlegungen die sich auf Lateinamerika als Ganzes beziehen. Schwerpunktsetzungen nach Ländern oder Regionen finden nicht statt. Eine gewisse Ausnahme bildet lediglich Brasilien, das die meisten Nennungen erfährt. Das übrige Lateinamerika wirkt vor diesem Hintergrund eher wie eine Restkategorie. (Vgl. Zilla 2012: 51)Vorrangiges Ziel der Arbeit soll es daher sein, dass vorherrschende Bild der Einheit der Beziehungen Deutschlands zu den Ländern Lateinamerikas aufzubrechen. Dies wird im Folgenden mithilfe eines Vergleichs zweier Fallbeispiele geschehen, namentlich der aktuellen deutschen Außenpolitik gegenüber der Föderativen Republik Brasilien und der Republik Peru. Für die Analyse4 sollen die diplomatische, wirtschaftliche und entwicklungspolitische Dimension der deutschen Außenpolitik gegenüber den beiden Staaten im Vordergrund stehen.
