Den Wettbewerb für den Um- und Erweiterungsbau dieses Gebäudes gewannen die Architekten von Gerkan, Marg und Partner gemeinsam mit dem Büro CABR, Peking. Im Dialog mit dem Bauherrn wurde der Entwurf mit dem Ziel überarbeitet, den Neubau in harmonischer Weise auf die Außenwirkung des Altbaus abzustimmen - gleichzeitig jedoch Alt und Neu unterscheidbar zu machen.
