He shows that traditional sources for power, money, and benefits -- courts and political parties -- were less important in settling Civil War claims than was an ever-changing group of adjutants general and private agents who fought for cash bonanzas. Working in the culture of small state governments, these power brokers helped shape the modern federal bureaucracy -- and were instrumental in the process of state-building. Even as hundreds of Missourians followed Price out of the state and tried desperately to join his army, elements of the Union army visited retribution upon Confederate sympathizers while still others showed little regard for the lives of the prisoners they had captured. Many more would have to suffer and die long after Sterling Price had fled Missouri.
