Sein erklärtes Ziel war es, den von Charles S. Peirce begründeten Pragmatismus für die Soziologie fruchtbar zu machen. Um die Jahrhundertwende studierte er an der University of Michigan in Ann Arbor Philosophie bei John Dewey, dem wohl bekanntesten Pragmatisten seiner Zeit, und politische Ökonomie bei Henry Carter Adams, der den Institutionalismus mit ins Leben rief. Später war Cooley Kollege von George Herbert Mead, der durch seine sozialphilosophische und -psychologische Interpretation des Pragmatismus heute unbestritten als Klassiker der Soziologie anerkannt ist. In den zwanziger und dreißiger Jahren waren Cooleys Konzepte der Ich-Identität, der Primärgruppe und des tentativen oder pragmatistischen sozialen Wandels für die empirischen Studien der von Robert Park und Ernest Burgess initiierten Chicago School von großer Bedeutung. Danach spielte sein Werk lange Zeit nur eine randständige Rolle im Kanon der etablierten Soziologie. Grund dafür war in den fünfziger und sechziger Jahren die starke Dominanz des Strukturfunktionalismus von Talcott Parsons und Robert K. Merton. Heute kann mit einem davon gelösten Blick Cooleys Werk betrachtet werden. Dabei offenbart sich eine höchst kohärente soziologische Theorie. Cooley gelang es, alle wichtigen Themen und Bereiche der Soziologie so miteinander zu verknüpfen, daß soziale Phänomene in ihrer ganzen Komplexität eine erstaunliche Transparenz gewinnen. Dies erreichte er auf einem hohen literarischen Niveau, ohne sich der Metaphorik einer Theoriesprache zu bedienen. Das überragende Thema seiner Bücher ist die Aufklärung des Verhältnisses zwischen Individuum und Gesellschaft. Individuierungs- und Vergesellschaftungsprozesse - das ist die These von Human Nature and Social Order (1902) - sind unauflösbar, wie zwei Seiten derselben Medaille, miteinander verbunden. Ich-Identität- die eine Seite der Medaille - ist für Cooley grundsätzlich ein soziales Phänomen. Sein Begriff des »reflected-« oder »looking-glass self« bringt dies auf einen Nenner. Nur durch die synthetisierende Übernahme der Perspektiven anderer Handlungsteilnehmer kann ein einheitliches Selbstbild entstehen. Nur im Rahmen sozialer Organisationen kann sich die Autonomie des einzelnen entwickeln und stabilisieren. In Social Organization (1909) untersucht Cooley dann folgerichtig Vergesellschaftungsformen - die andere Seite der Medaille. Ausgangspunkt der Ordnungstheorie Cooleys sind intersubjektive Netzwerke wie Primärgruppen, die einerseits qua Sozialisation dem einzelnen erst die Möglichkeit der Erreichung bestimmter Kompetenzniveaus gewähren und die andererseits staatliche Institutionen und Gesetzgebungsprozesse kontrollieren, legitimieren und mit Ansprüchen konfrontieren. Cooley muß deshalb als Vorläufer heutiger amerikanischer Kommunitaristen bezeichnet werden. Demokratie kann, so Cooley, eben nicht nur durch die staatliche Garantie der Autonomie des einzelnen und der gesetzlichen Kontrolle gerechter Verfahren gesichert werden. Zur Stützung des Liberalismus bedarf es hingegen der Erhaltung bestimmter Formen der Gemeinschaft. In Social Process (1918) entwirft Cooley seine Theorie des sozialen Wandels. Sozialer Wandel wird durch die Destabilisierung von Handlungsgewohnheiten ausgelöst. Eine sinnvolle Überwindung von Handlungskonflikten - bis zur Etablierung neuer Handlungsmuster und -ziele kann nur durch kreatives und demokratisches Handeln geleistet werden. Intelligentes Handeln ist deshalb für Cooley die ständige diskursive Überprüfung und Neudefinition von Zwischenergebnissen im Rahmen eines teleologisch nicht abschließbaren Handlungsprozesses.
