It explains that the decree given to Nehemiah in the month of Nisan in the 20th year of Artaxerxes marks the beginning of the counting of the seven sevens and sixty-two sevens until the Messiah, the Ruler, comes as prophesied in Daniel 9:25. It explains that the 20th year of Artaxerxes according to Nehemiah, who was a descendent from Judah, was the 21st year according to the Babylonian way of counting the year of the king.
