From the late Republic and into the Principate, the Roman elite managed the empire through insititutional and personal ties to the communities of the Empire. Especially in the Latin West… the emperors encouraged the adoption of the Latin language and urban amenities, and were generous in the award of citizenship. This process, and 'Romanization' is a reasonable label, was facilitated by civic patronage. The literary evidence provides a basis for understanding this transformation from subject to citizen and for constructing a higher allegiance to the idea of Rome. We gain a more complete understanding of the process by considering the legal and monumental/epigraphical evidence that guided and encouraged such benefaction and exchange. This book uses all three forms of evidence to provide a deeper understanding of how patrocinium publicum served as a formal vehicle for securing the goodwill of the citizens and subjects of Rome.

The questions which will be investigated are first, who supported him in his political career from its beginning, until his recognition by the Senate at the end of December, 69, and, second, why he, in particular, emerged as the restorer of order in the Roman empire. -- It is perhaps superfluous to acknowledge that this study would not have been possible without the Histories and Annals of Tacitus. Though this is not, in fact, a study of Tacitus, it will be immediately apparent to the reader how dependent I have been on that historians narrative and judgments in order to form my own conclusions about what happened. It is not my intention to attempt here an overall assessment of his work, but it might be observed that I find it to be both reliable, in comparison to other evidence, and internally consistent. -- I have organized this study into three parts. Part I concerns Vespasian as privatus and is intended not only to summarize Vespasians career, but also to estimate his position and influence on the eve of his appointment to the Jewish War. Part II provides a chronological framework for the events A. D. 67-70. In Part III, I have taken up the question of who supported Vespasian, and why. -- This book began as doctoral dissertation for the Department of History at the University of California, Los Angeles, ^ut was conceived and composed during my lengthy residence in the Seminar für Alte Geschichte at the Universität Freiburg. Steiner (1840-1906), a Georgia physician, planter, folklorist, and amateur archaeologist, whose excavation of the Etowah mounds near Macon, Georgia, form the core of the largest collection of artifacts from a single individual to have been donated to the Smithsonian ; with his bookplate ; "During the latter half of the 19th century and into the early part of the 20th century, Roland collected a massive quantity of prehistoric artifacts from areas throughout Georgia; including Mound C at the Etowah Mound site near Cartersville, Georgia and sites in Burke, Columbia, Floyd, Hancock, and several other counties. He became a member of the Georgia Historical Society on July 7, 1886, the American Association for the Advancement of Science in 1899 and the Society of American Folklore in the same year. In his lifetime, Roland collected more than 100,000 Native American relics from Georgia and South Carolina. Throughout the 1890s and early part of the 1910s, Steiner sent approximately 78,000 artifacts including copper axes, copper headdresses, conch shell cups and gorgets, pearl beads, pottery vessels, pottery statuettes, and other artifacts made of polished and chipped stone to the Smithsonian Museum of Natural History in Washington, D.C. His private collection at the Smithsonian is the largest private collection in the museum. Steiner also has collection of artifacts located at the American Museum of Natural History in New York, New York and the Field Museum in Chicago, Illinois." ; "Dr. Steiner has been, for about three years, at intervals, making deposits of aboriginal implements and objects in the National Museum. His collection amounts now to approximately 75,000 objects. They have been gathered by him in eastern Georgia, principally in Columbia and Burke Counties, though there is a very important collection made by himself from the Etowah Mounds in Bartow County.Not the least inconsiderable portion of Dr. Steiner's collection, nor that of least value, is the result of his own excavation at the Etowah Mounds or, as they have been known, the Tumlin Mounds on the plantation of Col. Tumlin, Etowah Creek, Bartow County. These are probably the most renowned mounds of which we know, and have produced the rarest and most curious objects. It appears to me of the highest necessity that we should retain the objects from this mound that belong to Dr. Steiner, to the end that they may supplement the collection of Prof. Thomas. I would consider it almost an irreparable loss, one not to be calculated in dollars and cents, if the objects belonging to Dr. Steiner should be taken away and the collection from the Etowah Mound broken up. Nicols wants Romanes…to recommend him as a lecturer, but he only knows him 'from his book "Zoological Notes" which I reviewed in Nature. It was a good book & an entertaining one, but I know nothing of his capabilities as a lecturer.' 'Zoological Notes' by Arthur Nicols was published in London in 1883.
