Die Fortschritte der Technik machten es möglich, immer größere Entfernungen durch Leitungen sicher und wirtschaftlich zu überwinden. Die Ölfernleitungen, die seit wenigen Jahren in den westeuropäischen Verkehrsmarkt eindringen, hängen mit dem steilen Anstieg des Mineralölverbrauchs zusammen. Anders als die Fernleitungen für elektrische Energie, Gas und Wasser treten sie in direkten Wettbewerb zur Binnenschifffahrt und Eisenbahn. Die vorhandenen Verkehrsmittel geraten in die Gefahr, den zunehmenden Mineralöl Fernverkehr an die Ölleitungen zu verlieren und außerdem - wegen der Substitution der Kohle durch das Heizöl - Verluste im Kohlenfernverkehr zu erleiden. Die geänderten Wettbewerbsverhältnisse haben das Verkehrswissenschaftliche Institut an der Technischen Hochschule Stuttgart dazu angeregt, die Ölfernleitungen in verkehrswirtschaftlicher Sicht zu untersuchen. Dabei wurde in erster Linie die Lage in der Bundesrepublik Deutschland behandelt, aber auch der internationale Zusammenhang der Mineralölwirtschaft berücksichtigt. Die wesentlichen Ergebnisse der Untersuchungen des Instituts sind im vorliegenden Heft zusammengefaßt." (Verlagstext) Walther Lambert (* 30. Juni 1908 in Ludwigsburg; ? 15. Februar 1987 in Stuttgart) war ein deutscher Verkehrswissenschaftler. Walther Lambert studierte Bauingenieurwesen an der TH Stuttgart und wurde 1936 in den Dienst der Deutschen Reichsbahn übernommen. In den Jahren 1936 bis 1938 und 1948 bis 1950 war er wissenschaftlicher Assistent bei Carl Pirath in Stuttgart, dazwischen saß er im Vorstand des Betriebsamts Aachen und war Betriebsdezernent der Reichsbahndirektion in Köln. Von 1951 bis zum Ruf an seine alte Hochschule als Nachfolger Piraths, war Lambert Planungsdezernent an der Bundesbahndirektion Stuttgart, mit dem Projekt der S-Bahn Stuttgart. Zwischenzeitlich wurde er mit der Dissertation Die vertikale Auflockerung des Großstadtverkehrs ? ein Raum- und Kostenproblem der schienengebundenen Verkehrsmittel zum Doktor promoviert. 1955 wurde er Professor für Eisenbahn- und Verkehrswesen der Technischen Hochschule Stuttgart und Direktor des Verkehrswissenschaftlichen Instituts an der TH Stuttgart, was er bis 1975 blieb. Anders als die Fernleitungen fur elektrische Energie, Gas und Wasser treten sie in direkten Wettbewerb zur Binnenschiffahrt und Eisenbahn. Die vorhandenen Verkehrsmittel geraten in die Gefahr, den zunehmenden Mineralol fernverkehr an die Olleitungen zu verlieren und auBerdem - wegen der Substitution der Kohle durch das Heizol - Verluste im Kohlenfernverkehr zu erleiden. Die geanderten Wettbewerbsverhaltnisse haben das Verkehrswissenschaftliche Institut an der Technischen Hochschule Stuttgart dazu angeregt, die Olfernleitungen in verkehrswirtschaftlicher Sicht zu untersuchen. Dabei wurde in erster Linie die Lage in der Bundesrepublik Deutschland behandelt, aber auch der internationale Zusammenhang der Minera16lwirtschaft berucksichtigt. Die wesentlichen Ergebnisse der Untersuchungen des Instituts sind im vorliegenden Heft zu sammengefaBt. 1m Teil list der Umbruch des Mineralolverkehrs behandelt. Das nach Arten und Umfang zunehmende Verkehrsbedurfnis fiihrt zu einer solchen Verstarkung der Verkehrsstrome, daB streckenweise der Einsatz von Olfernleitungen wirtschaftlich werden kann. Um die Auswirkun gen der Olfernleitungen auf die Verkehrsteilung beurteilen zu k6nnen, ist daher auch die Kenntnis ihrer Einsatzgrenzen notwendig. Die spezielle Untcrsuchung der Einsatzgrenzen der Olfernleitungen bildet den Teil II des Heftes. Aus einem verkehrswirtschaftlichen Vergleich der Beforderung leichtflussiger Minera16le durch Rohrleitungcn sowie mit Eisenbahnzugen und Binnenschiffen wird abgeleitet, unter welchen Bedingungen der Bau von Olfernleitungen volkswirtschaftlich sinnvoll ist.
