Das Vorhaben fügte sich in den Rahmen der Zusammenarbeit zwischen der Volksrepublik Benin und der Bundesrepublik Deutschland im allgemeinen und im besonderen auf dem Gebiet des Gesundheitswesens. Sein Ziel war die Kommunikation und Diskussion auf dem Gebiet der Entwicklungsforschung und -planung. Mit Note vom 20. Juli 1979, Nr. 2491/M.A.E.C./DGM/DE/01.-K hat das Ministerium für auswärtige Angelegenheiten und internationale Zusammenarbeit der Volksrepublik Benin die Zustimmung der zuständiger Beniner Behörden zu dieser Untersuchung der Botschaft der Bundesrepublik Deutschland mitgeteilt. Dem Arbeitsaufenthalt in Benin ging eine Vorbereitungsreise der Länderarbeitsgruppenleiterin und Mitarbeiterin des DIE, Frau Gudrur Lachenmann, vom 18. Mai bis 6. Juni 1979 voraus, sowie die eingehende theoretische Vorbereitung in Deutschland. Bei dieser wurde die Arbeitsgruppe durch den Generaldirektor des Gesundheitsministeriums der Volksrepublik Benin, Herrn Albert Nouhouayi, unterstützt, der freundlicherweise die Rolle eines Counterpart übernahm und sich in diesem Zusammenhang vom 28. September bis 18. Oktober 1979 am DIE in Berlin aufhielt, wofür wir ihm unseren Dank aussprechen. - - -.
