L'auteur montre qu'il n'en est rien et que la loi a été brandie ou récusée, parfois par les mêmes personnes, pour justifier des ambitions personnelles ou de lignage, en concurrence avec d'autres groupes ou individus. Autrement dit, elle a été utilisée comme instrument pratique non comme arme idéologique.
