Self wraps with marbled paper reinforcement to the spine 15 x 23cm. 134pp without the title page, starting from p1 (Message from the President of the United States). Near fine, lightly tanned with some marks and a couple of short tears. Quite scarce: 5 locations hold both parts bound together (including 2 on Copac), 14 hold Part 1 only and 9 hold Part 2 only (all OCLC). The Capitulations granted temporary rights to foreign merchants, including freedom from prosecution, tax, conscription, and having their homes searched. Originally offered to promote trade from a position of strength, the ascendant European powers began to exploit them. Edward Van Dyck served as Consular Clerk and Vice-Consul in Lebanon and Egypt during 1873-82. His reports were prepared to inform the US President on relations between European powers and the Porte, and on US rights under its "most favoured nation" treaty. Part 1 offered here (Senate Special Session Ex Doc No3, April 1881, dated by Van Dyck August 1880) covers the history and content of Capitulations with individual European states, the US and Brazil. His observations relate to the Sultans, making lasting peace with unbelievers, permission to come upon Muslim ground, manners and customs, and various treaties, with 17 appendices about the Prophet, immunities, dragomans and guards etc. His Part 2 (1882) covered various subjects including international law, consuls, and non-official foreigners.…
