Darüber hinaus werden die unterschiedlichen Ebenen des wirtschaftlichen Wachstums auf dem Weg der Integration zu unterschiedlichen Entwicklungsgeschwindigkeiten führen. Eine Verwaltung von einem einheitlichen Zentrum aus mit einheitlichen Regeln könnte sich somit als unmöglich erweisen. Trotz allem sollte die politische Integration allgemeine Rahmenbedingungen zur Verfügung stellen und die Möglichkeit einer kontinuierlichen Umgestaltung und Anpassung gewährleisten. Die EU muss zwar ihre Integrationsbemühungen zunächst auf bestimmte Probleme konzentrieren, allerdings gleichzeitig eine Gesamtheit bleiben, die als Ganzes agiert. Nur so wird sie allen ihren Mitgliedern Wachstum, mehr Demokratie und kulturellen Fortschritt sichern.
