La conferenza di servizi è un istituto nato nel 1990 con il compito di semplificare e accelerare i processi decisionali delle pubbliche amministrazioni, impegnate in attività autorizzatorie particolarmente complesse per l'approvazione di opere, progetti, programmi. E ci si può chiedere quale attività non presenti oggi tale carattere. Come opportunamente segnalato dalla Commissione Speciale del Consiglio di Stato nel parere n. 890/2016 (che ha esaminato il progetto di riforma della conferenza di servizi), infatti, ci troviamo di fronte ad un mondo contraddistinto da complessità "patologica" per la dispersione delle funzioni amministrative nell'ordinamento e da complessità "fisiologica" dovuta ad una pluralità di interessi pubblici, sovente senza alcun rapporto gerarchico o di prevalenza. In tale quadro si colloca la nuova edizione del volume nello spirito di quel continuo monitoraggio che interpreti e operatori devono assicurare in materia, specie dopo l'entrata in vigore della c.d. "Riforma Madia" di cui alla legge n. 124/2015 e della riforma della conferenza operata dal d.lgs. 127/2016 (entrambe definite, non a caso, "epocali"). In particolare, la riforma del 2016 ha fatto seguito ad una numerosa serie di interventi (più di una decina) sull'istituto a partire dal 1990 ed ha lo scopo di "adeguarne la fisionomia alle diverse esigenze emerse nella sua applicazione pratica" (come affermato dal sopramenzionato parere del Consiglio di Stato n. 890/2016).
