Die Verabschiedung der sogenannten 'Hartz-Gesetze' waren von großen Protesten begleitet und auch heute noch sind viele der in dieser Zeit angestoßenen Reformen Inhalt breiter Debatten in der Öffentlichkeit. Die Aktualität dieser Arbeit ergibt sich auch aus der wachsenden Bedeutung, die Expertenkommissionen in den letzten Jahren in der Debatte um die Umsetzung von Reformvorhaben gespielt haben und vermutlich auch in der Zukunft weiter spielen werden. Viele Kommissionen scheiterten, und auch wenn diese zu einem Konsens kamen und einen Abschlussbericht vorlegten, so fanden ihre Vorschläge vielfach kaum Resonanz in der Politik und blieben daher folgenlos. Daher ist es das Ziel dieser Arbeit herauszuarbeiten, welchen Problemen Expertenkommissionen gegenüberstehen. Die zu überprüfende These dieser Hausarbeit ist, dass die Hartz-Kommission aus Sicht der Politik als ein Beispiel gelungener Politikberatung durch Expertengremien zu sehen ist, da sie viele der in sie gesetzten Erwartungen erfüllte und dabei viele allgemeine Probleme der Politikberatung umgehen konnte. Hierbei soll es keineswegs um eine normative Betrachtung der Kommissionsarbeit gehen, sondern vielmehr soll anhand festgelegter Kriterien eine Untersuchung der Kommissionsarbeit vorgenommen werden. Zwar wurden umfangreiche Fallstudien zu verschiedenen Kommissionen vorgelegt und Probleme der Politikberatung sowie die politischen Funktionen der Beratung im demokratischen Prozess erarbeitet. Eine systematische und zusammenführende Erarbeitung von Bewertungskriterien fehlt jedoch bisher. Diese Lücke soll mit der vorliegenden Arbeit geschlossen werden. In dieser Arbeit wird zunächst der Forschungsstand zu Expertenkommissionen in Deutschland dargestellt. Da keine Einigkeit über die Begrifflichkeit herrscht, wird folgend eine allgemeine Definition erarbeitet. Das Hauptaugenmerk dieser Arbeit liegen darin, allgemeine Probleme und Funktionen der Politikberatung durch Expertenkommissionen aufzuzeigen und aus diesen Kriterien abzuleiten, unter welchen Rahmenbedingungen eine Kommission aus der Perspektive der Politik als 'erfolgreich' anzusehen ist. Diese Kriterien beschränken sich jedoch nicht auf die inhaltliche Arbeit der Kommission sondern sind zu einem großen Teil politischer Natur.
