At this time there were settlements in the Americas and the King wished to encourage more emigrants. This Act governed their cond…uct; they were allowed to affirm an oath to the King rather than swear, and were exempt from bearing arms on payment of "such sum of money as shall be rated and assessed on him in lieu of such Personal Service." They were also barred from jury service or giving evidence at trial.
