In spite of the policy options provided by the government, the participation of the smallholder farmers in the market economy has not been realized in meaningful terms. The aforementioned scenario is much evident around those farmers living in relatively drought-risk-prone areas. The possible implication is that the farmers' livelihood is much more threatened by environment-related risk factors beyond economic reasons. There is little evidence on the position and characteristics of the risk-prone smallholder farmers and on what factors are influencing their behavior as expressed by their decision to participate and the level of their participation in market-oriented activities. There are a number of projects /programs underway in the country to contribute to the realization of this goal by non-governmental organizations and private agencies in line with government intervention in different parts of the country. Evaluating the efforts of project is particularly critical in developing countries like Ethiopia where resources are scarce and every dollar spent should aim to maximize its impact on poverty reduction. If programs are poorly designed, the benefits do not reach their intended beneficiaries, or the resources are wasteful. With the right information they can be redesigned, improved, or eliminated if deemed necessary. This book attempts to evaluate one of the projects implemented in the central rift-valley of Oromia by employing a cross sectional data collected from a randomly selected participant and nonparticipant households. PSM econometric model was employed to estimate the impact of the intervention on targeted households to draw implications for policy recommendations.
