Mit der verstärkten Verbreitung des Internet als Informations- und Kommunikationsmedium verbinden sich Hoffnungen, Partizipationsmöglichkeiten durch die Erleichterung des Informationszugang und direkter Kommunikation zu verbessern. Ziel dieser Arbeit ist es zu analysieren, inwieweit diese Erwartungen realistisch sind. Das erste Kapitel geht der Frage nach, was unter Partizipation zu verstehen ist. Der Begriff stammt aus der Politikwissenschaft, in welcher verschiedene Theorien zur Partizipation entwickelt worden sind. Einigkeit besteht darin, dass Partizipation neben Freiheit und Gleichheit eine Grundvoraussetzung von Demokratie und unabdingbar für die Legitimation demokratischer Entscheidungen ist. Die konkrete Ausgestaltung von Partizipation ist jedoch vom jeweiligen Demokratieverständnis abhängig. Da Stadtplanung und Stadtentwicklung nicht unabhängig von der Einbettung in das jeweilige politische System begriffen werden können, ist es von Bedeutung, die politischen und zeitgeschichtlichen Rahmenbedingung zu kennen, in denen Beteiligungsprozesse vollzogen werden. Darüber hinaus ist es wichtig aufzuzeigen, welche Möglichkeiten und Grenzen von Partizipation aus politikwissenschaftlicher Sicht gesehen werden. Im Mittelpunkt des zweiten Kapitels steht die Partizipation in der Stadtplanung. Um ein Verständnis für die Praxis von Partizipation zu bekommen, muss diese in ihrem speziellen historischen Kontext gesehen werden. Wie deutlich werden wird, haben sich sowohl das Aufgabenspektrum der Stadtplanung als auch die Ansprüche und Realisierung von Beteiligung ständig erweitert. In jüngerer Vergangenheit jedoch sind durchaus Brüche und gegenläufige Entwicklungen im Hinblick auf die Gewährung von Partizipation festzustellen. Gleichzeitig kann heute eine Unterscheidung zwischen formellen Beteiligungsverfahren einerseits und informellen Beteiligungsformen andererseits getroffen werden, woraus sich sehr unterschiedliche Anforderungen und Erwartungen an Partizipation ergeben. Zur Bestimmung der Möglichkeiten und Grenzen von Beteiligung spielen des weiteren Faktoren wie die Entwicklung von bürgerschaftlichem Engagement und sozialer Ungleichheit eine besondere Rolle. Auf der Grundlage der ersten beiden Kapitel geht das dritte Kapitel der Frage nach, inwieweit die Hoffnungen [¿].
