The Pact was concluded in Arabic in Cairo on 22 March 1945 by the heads of the states of Syria, Transjordan, Iraq, Saudi Arabia, Leba…non, Egypt, and Yemen to strengthen close relations, respect each others' independence, and promote the welfare of all Arab states. This English translation contains its text, and names the delegations except Yemen, generally led either by Presidents of their Council of Ministers or Foreign Affairs Ministers, respectively Faris Al Khury, Samir Al Rifa Pasha, Arshad Al Umary, Yusuf Yasin, Abd Al Hamid Karami, and Mahmoud Fahmy. Annexes address the Palestine question and invite a Palestinian delegate to join "until this country enjoys actual independence"; a commitment to cooperate with non-member Arab states; and the appointment of the first Secretary General for a 2 year term named here as Abd Al Rahman Azzam Bey. This edition is apparently very rare, with Worldcat locating only one at Stanford.

Meeting in Ankara during 7-11 Feb 1966,…the Foreign Ministers of Iraq and Turkey came to an understanding about improving the border road linking Ankara to Baghdad. A Border Bridge downstream of the confluence of the Hazil and Khabur Rivers would connect Ankara via Silope, Cizre, Midyat and Mardin on the Turkish side, and Baghdad via Zakho, Mosul and Baiji on the Iraqi side. Recognising the strategic importance of quick completion for promoting social, economic and touristic relations between the two countries, they came to agreements relating to the Khabur Bridge's location; geometry and design standards for road and Bridge; phases of survey, design and documentation for the Bridge; construction; maintenance; time schedule; and administrative matters (ref. Protocol). This key document contains: (1) the Protocol (described above) signed by Deputy Director General of Highways Hasan Bora for Turkey and DG of Roads and Bridges Abdulnafi Abdulmewjud for Iraq, 7+(3)pp English including folding location maps showing the link between Turkey and Iraq and in more detail the stretch between Mardin and Mosul on a 1/1M scale, geometric design standards, and live load diagrams. Meeting in Ankara during 7-11 Feb 1966, the Foreign Ministers of Iraq and Turkey came to an understanding about improving the border road linking Ankara to Baghdad. A Border Bridge downstream of the confluence of the Hazil and Khabur Rivers would connect Ankara via Silope, Cizre, Midyat and Mard…in on the Turkish side, and Baghdad via Zakho, Mosul and Baiji on the Iraqi side. Recognising the strategic importance of quick completion for promoting social, economic and touristic relations between the two countries, they came to agreements relating to the Khabur Bridge's location; geometry and design standards for road and Bridge; phases of survey, design and documentation for the Bridge; construction; maintenance; time schedule; and administrative matters (ref. Protocol). Offered together here are two key documents relating to that project: KHABUR BRIDGE PROJECT CONNECTING IRAQ AND TURKEY (1967): printed wraps with green cloth spine 21x29cm, printed to rectos only with (1)pp contents page in English, and 7 sections with various page numberings in English and / or Turkish as follows: (1) The Protocol (described above) signed by Deputy Director General of Highways Hasan Bora for Turkey and DG of Roads and Bridges Abdulnafi Abdulmewjud for Iraq, 7+(3)pp English including folding location maps showing the link between Turkey and Iraq and in more detail the stretch between Mardin and Mosul on a 1/1M scale, geometric design standards, and live load diagrams. (2) Report of the Meetings in Baghdad 4-11 June 1967 to discuss the Bridge's preliminary design, signed by DG of Highways Servet Bayramoglu for Turkey and Abdulmawjud for Iraq, 4pp Turkish and 6pp English. (3) Report on Meeting in Ankara 18-25 Aug 1967 to discuss approval of working drawings, specifications, Bill of Quantities and other Contract Documents, signed by Bora for Turkey and Survey and Design Engineer Hassan Dadah, Directorate of Roads and Bridges for Iraq, 5pp English. Included in support are (4) the Calculation of Quantities, 12pp Turkish; (5) Unit Price details, 14pp Turkish; (6) Estimated Cost and Bill of Quantities, (4)pp English; and (7) Tentative Work Schedule, (1)pp English. The latter covers from September 1967 starting with site preparation, to December 1968 ending with river protection works. // FINAL COST CALCULATIONS OF THE KHABUR BRIDGE (1974): printed wraps with black cloth spine 23x30cm, 49pp mixed English and Turkish text and diagrams with 6 original b/w photos of the bridge laid in + (1)pp long folding sheet. This contains the measure for the revised cost estimate of Khabur Bridge, including the Report from the Meeting held in Baghdad during 14-20 Sept 1969, and the folding Summary of Final Cost Estimate ms dated 20 June 1974, prepared by Inspection Engineer Emin Akdogan, checked by Chief of Bridges Turhan Temeli, approved by Division Director Erdogan Birhekimoglu, also approved and signed by the Director of Bridge Construction Division, and Head of Bridge Dept for the General Director. This shows that Iraq and Turkey had agreed to split the costs 50:50, itemising each line of expenditure, with data on the Iraqi share and payments. Both documents very good.

Now that Christmas is very near I said to myself, I must sit and write you a few lines. So may I wish you a very happy Christmas and a joyful New Year. I wrote to Alan a short time ago asking him / to come over as my guest for some time and ask you to come with him. I wonder whether he has talked to you about it or not! I will be very happy if you could manage to accompany him if he comes or you could come alone or with some other friend. I am looking forward to hearing from you. So far I did nothing in the way of amusement. I only hunted once and went shooting a few times. I will be doing more shooting next month. How are you, what are you doing? Is the winter very hard this year? We are having a very mild one this year. Hoping to hear from you very soon.".
