Economische ontwikkeling wordt gezien als een middel om deze twee concepten van gelijkheid te verwezenlijken. Op een andere manier definiëren boeren aan de basis in Noord-Thailand duurzaamheid als 'het hebben van rijst om te eten en het hebben van land om op te wonen'. Maar omdat de boeren te maken hebben gehad met ontwikkelingsproblemen die door buitenstaanders, namelijk het ontwikkelingsbeleid van de regering, in de gemeenschap zijn geïntroduceerd, zijn zij van mening dat, om duurzaamheid te bereiken, de dorpelingen zelf controle moeten hebben over de richting van de ontwikkeling. Deze controle bestaat uit controle over landbouwproductie en voedselvoorziening, land- en bosbeheer, en kennis die gebruikt wordt in ontwikkelingsprocessen. Om controle te hebben is macht nodig om te onderhandelen met de ontwikkelingsrichting van de staat, en deze macht zal worden verkregen door versterkte organisaties en netwerken van mensen.
