Mandement informing the Canadian faithful of Napoleon's seizure and imprisonment at Savona of Pope Pius VII upon the Pope's refusal to rescind a bull of excommunication and…to renounce his temporal powers. The Bishop requests that special prayers be offered for the safe deliverance of the Pontiff. This particular copy of the mandement, which is signed by P.F.Turgeon, secretary to Bishop Plessis, is addressed to Monseigneur Marchand, missionary in Sandwich, Upper Canada. No references located.
