This volume includes 8 papers (4 full papers and 4 short papers) from the conference, selected after review by the Program Committee.The program also included two keynote presentations and the extended abstracts are included in this volume: "A Smarter Way: The Software Engineering Method and Theory Initiative (Semat)", by Ivar Jacobson, and "The Consortium for IT Software Quality", by Richard Mark Soley and Bill Curtis. Of particular concern are the hidden costs of globally distributed models of working, such as understanding and communicating the true business needs across organizational and cultural boundaries. To address such issues, o shore outsourcing requires di erent support from in-housedevelopmentandthismeansadaptingfamiliartechniques,processesa nd tools to this setting, as well as perhaps creating innovative new ones. Coupled with this industry transformation there is hence a pressing need to re-examine thosesoftwareengineeringapproachesthateither facilitate orimpede this model of working.
