The aims of the research were to identify the field-level evidences and indications of climate change as observed by the upland farmers; identify the adaptation strategies being employed by the upland farmers to address the impacts of climate change; analyze the factors that influence the farmers¿ decision to employ or adopt climate change adaptation strategies; analyze the factors that determine the farmers¿ choice of climate change adaptation strategies; and assess the level of local adaptive capacity of the upland farmers in the selected communities. The result of the study shows that most of the community respondents are experiencing climate change impact on agricultural production. Among the observed evidences and indications of climate change are drought; heavy rains during dry season; strong wind; delayed rainy season; and delayed dry season.

This book aims at addressing this fundamental gap, using as case examples the basins of the Po River in Northern Italy and the Syr Darya River in Kyrgyzstan. The opening chapter addresses the challenges of governing water in times of climate and other changes. Chapter Two reviews water governance through history and science. The third chapter outlines a conceptual framework for studying institutional adaptive capacity. The next two chapters offer detailed case studies of the Po and Syr Darya rivers, followed by a chapter-length analysis and comparison of adaptive water resources management in the two regions. The discussion includes a description of resistant, reactive and proactive institutions and puts forward ideas on how water governance regimes can transition from resistant to proactive. The final chapter takes a high-level view of lessons learned and how to transform these into policy recommendations and offers a perspective on embracing uncertainty and meeting future challenges.

The two regions share many similarities in hydrology and water resources: shifting precipitation patterns, highly variable winter snow pack and receding glaciers, resulting in changing seasonality and amounts of runoff that will subtly modify water availability and water use. As climate change is likely to amplify trends in surface run-off, the author investigates whether adaptive capacity in these two regions is sufficiently robust to respond to a situation which has never been experienced to date.The book presents detailed case studies examining the Rhône Basin in the Canton Valais, Switzerland and the Aconcagua Basin in Valparaiso, Chile. In order to understand and assess the interplay of complex and interlinked environmental and socio-economic issues, the author looks beyond the technology, modelling, engineering and infrastructure associated with water resources management and climate change adaptation, to assess the decision-making environment within which water and adaptation policy and practices are devised and executed.Using these insights, the author introduces, tests and enhances an indicator framework for the assessment of adaptive capacity. The aim is to help readers better understand the adaptive processes that allow the regimes governing water resources to respond to new shocks and changes in the hydrological system, in order to build more resilient water governance systems that can bend, but not break, in the face of new and unexpected challenges.
