It is a fact that many provisions which can be used for regulating or controlling the states were not appropriately used and many institutions were not activated properly due to political reasons .Within the given structure, some modifications, effective utilisation of the provisions and the activation of the many institutions will remove many of the working defects in centre state relations. 176 pp. Englisch.
