Das Konzept »Penthäuser für alle« stellt die individuellen Wohnwünsche von Menschen in den Mittelpunkt. Es zeigt, daß anspruchsvolle Architektur für alle erschwinglich sein kann und auch in Städten im Zuge der Verdichtung möglich ist. Die Erschließung des neuen Wohnraums für alle erfolgt über die Bebauung von Flachdächern, die im urbanen Raum in Vielzahl vorhanden sind. Leider blieben die Möglichkeiten der gezielten Bebauung von Dächern besonders in den Neubauvierteln in der Vergangenheit weitgehend unerkannt. Bisher werden hier Flachdächer meist nur bepflanzt oder zur Energiegewinnung genutzt. Hier und da werden sie zwar auch nachträglich bebaut, in der Regel bleiben sie jedoch für Wohnzwecke ungenutzt. Wie anders verhält es sich da in vielen südlichen Ländern. Dort ist es selbstverständlich, Flachdächer zum Wohnen zu nutzen und von Beginn an mit in die Planung einzubeziehen.Das Buch gibt einen Einblick in die unerschöpflichen Möglichkeiten, die sich beim Wohnen auf Dächern ergeben. Anhand von zahlreichen Beispielen wird gezeigt, daß sich der Traum vom Eigenheim im Grünen auch in der Stadt verwirklichen läßt. Es sind nicht nur kleine, kostengünstige Dachhäuser möglich. Mit speziellen »Baukästen« lassen sich auch größere Einheiten zusammenfügen; auch alternative Wohnformen können gedacht und umgesetzt werden, nichts bleibt Utopie. Letztendlich geht es darum, das Wohnen in den Städten wieder attraktiver zu machen, um Zersiedelung und Naturzerstörung zu verhindern und den Menschen auch in der Stadt Heimat und Identität zurückzugeben. Hierfür müssen jedoch neue Baugesetze und Bebauungspläne die Voraussetzung schaffen. Bisher wird eine nachträgliche Bebauung von Dächern vielfach von Baugesetzen verhindert oder aus ästhetischen Gründen abgelehnt. Ein Weiterbau auf Dachflächen wird mit der Forderung auf Anpassung an den Bestand gelähmt. So entstehen lediglich Dachaufbauten, die als solche kaum erkennbar sind oder die vorgegebenen monoton wirkenden Gestaltungselemente aufnehmen, um sich an den Bestand anzupassen.
