Between the silicon and the end product lies the less publicized world of circuit-level packaging. We leave it to a cadre of technologists to take the schematics and parts lists and to develop the processes that tum the designers' concepts into physical reality. And while the silicon transistor is shrinking, the engineering challenges of packaging multiple chips and associated components into increasingly dense subsystems are growing. Further, the transistor may have to function without failure through severe industrial or military environments over the lifetime of the product.

Much of that work has taken place within the context of QOS support for distributed multimedia systems, operating systems, transport sub…systems, networks, devices and formal languages. The objective of the Fifth International Workshop on Quality of Service (IWQOS) is to bring together researchers, developers and practitioners working in all facets of QOS research. While many workshops and conferences offer technical sessions on the topic QOS, none other than IWQOS, provide a single-track workshop dedicated to QOS research. The theme of IWQOS'97 is building QOS into distributed systems. Implicit in that theme is the notion that the QOS community should now focus on discussing results from actual implementations of their work. As QOS research moves from theory to practice, we are interested in gauging the impact of ideas discussed at previous workshops on development of actual systems. While we are interested in experimental results, IWQOS remains a forum for fresh and innovative ideas emerging in the field. As a result of this, authors were solicited to provide experimental research (long) papers and more speculative position (short) statements for consideration. We think we have a great invited and technical program lined up for you this year. The program reflects the Program Committees desire to hear about experiment results, controversial QOS subjects and retrospectives on where we are and where we are going.

The two extremes of thought about this impact are (I) that managed care is a villainous foe to b…e resisted in order to bring back the earlier halcyon years of independence in practice decisions with greater reimbursement for psychologists' services or (2) that managed care is a laudatory attempt to restrain health care costs that are out of control and spiraling upward by rooting out mismanagement and reversing financial incentives to provide unnecessary care. The former view calls managed health care such names as 'mangled care' and distributes bumper stickers stating 'Just Say No to HMOs. ' The latter view points to the slowdown of increases in health care expenditures and the enhancement of health care affordability and appropriateness for greater numbers of persons resulting from managed care cost-containment strategies and service review procedures. Mental or behavioral health care has been as strongly impacted as medical care under managed care. Where managed care has forced practitioners' attention to validated procedures and to examining previous wasteful practices, we ap plaud the movement. In the words of Russian fur merchant Grigorii Shelikhov, who led the conquest of Kodiak Island, Alaska, in 1784 and sought to subjugate its indigenous Qikertarmiut population, 'the arrival of the Russians in their…land had brought them innumerable advantages, security, and prosperity' (Shelikhov 1981:121). Arsenti Aminak, a Qiker tarmiut elder in 1851, held a different view. He recalled a Russian ship that visited the island several years before Shelikhov as a 'strange monster, never seen before, which we feared and whose stench made us sick. ' In 1784, the dead of his people lay on the beach at a place called A'wauq meaning 'to become numb' -where hundreds had been killed by Skeli khov's cannon and muskets (Holmberg 1985:57-59). The Russian hunters who built the Shelikhov-Golikov Company's first outpost on Kodiak Is land, at a small cove they called Gavan Trekh Svetitelei (as commonly translated, 'Three Saints Harbor'), recalled their own miseries and de spair: 'We . . . spent the winter in ceaseless labors and . . . suffered great shortages and real famine . . . . Many contracted fever, scurvy, and other ills, and died' (Pierce 1976:75). Eyewitness statements about what happened on Kodiak Island dur ing the Russian conquest and early years of colonial rule are important, but rare. They represent the experiences and views of a few individuals who lived through a time of turbulent change and traumatic contact between disparate cultures. 308 pp. Englisch.

Unfortunately, the rhetoric of science too often has done just that: So focused has it been on the problem of distinguishing good science from bad that it has inadvertently defeated any hope of a practical science developing in our field. We offer one remedy for this situation: This book is about scientific thinking for the professional psychologist. Specifically, it is a primer on the application of scientific logic to professional practice. We argue that the professional needs a more straightforward and realistic scientific identity than heretofore has been available. The professional consciously must become a local clinical scientist, bringing all the power of scientific thought to the specifics of the clinical situation. Research in (pre-fabrication) timing verification and (post-fabrication) delay fault testing has evolved along largely disjoint lines in spite of the fact that they share many basic concepts. A Unified Approach for Timing Verification and Delay Fault Testing applies concepts developed in the context of delay fault testing to path sensitization, which allows an accurate timing analysis mechanism to be developed. This path sensitization strategy is further applied for efficient delay fault diagnosis and delay fault coverage estimation. A new path sensitization strategy called Signal Stabilization Time Analysis (SSTA) has been developed based on the fact that primitive PDFs determine the stabilization time of the circuit outputs. This analysis has been used to develop a feasible method of identifying the primitive PDFs in a general multi-level logic circuit. An approach to determine the maximum circuit delay using this primitive PDF identification mechanism is also presented. The Primitive PDF Identification-based Timing Analysis (PITA) approach is proved to determine the maximum floating mode circuit delay exactly under any component delay model, and provides several advantages over previously floating mode timing analyzers. A framework for the diagnosis of circuit failures caused by distributed path delay faults is also presented. A metric to quantify the diagnosability of a path delay fault for a test is also proposed. Finally, the book presents a very realistic metric for delay fault coverage which accounts for delay fault size distributions and is applicable to any delay fault model. A Unified Approach for Timing Verification and Delay Fault Testing will be of interest to university and industry researchers in timing analysis and delay fault testing as well as EDA tool development engineers and design verification engineers dealing with timing issues in ULSI circuits. ' In 1784, the dead of his people lay on the beach at a place called A'wauq meaning 'to become numb' -where hundreds had been killed by Skeli khov's cannon and muskets (Holmberg 1985:57-59). The Russian hunters who built the Shelikhov-Golikov Company's first outpost on Kodiak Is land, at a small cove they called Gavan Trekh Svetitelei (as commonly translated, 'Three Saints Harbor'), recalled their own miseries and de spair: 'We . . . spent the winter in ceaseless labors and . . . suffered great shortages and real famine . . . . Many contracted fever, scurvy, and other ills, and died' (Pierce 1976:75). Eyewitness statements about what happened on Kodiak Island dur ing the Russian conquest and early years of colonial rule are important, but rare.
