The propagation characteristics of the Stokes' vector through various media can be described by the equation of transfer. Even though the scalar equation of transfer has been studied extensively in the past, the vector equation of transfer has not received as much attention. In recent years, however, a need for further study of the vector radiative transfer theory has become increasingly evident and several important studies have been reported. This paper presents a general formulation of the vector theory of radiative transfer under general anisotropic scattering conditions. Neuware - This volume developed from and around a series of six lectures sponsored by Rice University and the University of Texas Medical Branch at Galveston in the Fall of 1976. Though these lectures on the concepts of mental health, mental illness and personal responsibility, and the social treatme…nt of the mentally ill were given to general audiences in Houston and Galveston, they were revised and expanded to produce six extensive formal essays by Dan Brock, Jules Coleman, Joseph Margolis, Michael Moore, Jerome Neu, and Rolf Sartorius. The five remaining contributions by Daniel Creson, Corinna Delkeskamp, Edmund Erde, James Speer, and Stephen Wear were in various ways engendered by the debates occasioned by the original six lectures. In fact, the majority of the last five contributions emerged from informal dis cussions occasioned by the original lecture series. The result is an interlocking set of essays that address the law and public policy insofar as they bear on the treatment of the mentally ill, special atten tion being given to the defmition of mental illness, generally and in the law, to the issues of the bearing of mental incompetence in cases of criminal and civil liability, and to the issue of involuntary commitment for the purpose of treatment or for institutional care. There is as well a critical defense of Thomas Szasz's radical proposal that mental illnesses are best understood as problems in living, not as diseases.

This has been the result of increased recognition by psychologists of the potential role they can play in evaluating patients involved in lawsuits and the increasing sophistication of lawy…ers who have recognized that damages can go beyond claims of physical and motoric impairment. However, this increase in involvement has not always been matched by a more sophisticated recognition of how the client (whether plaintiff or defendant) can best be served by the neuropsychologist. I have personally seen or reviewed many cases in which the psychologists involved did not effectively present their case. This partially occurred because they failed to recognize the difference in presentations aimed at clinical audiences and those aimed at a legal proceeding. It also occurred because they failed to recognize that the standard of proof necessary is very different in a hospital and in a courtroom. Finally, it occurred because they rarely recognized what the unique role of the psychologist can be in either countering or supporting the testimony of medical specialists. The purpose of this volume is to bring some light on these questions. The presentations here are write-ups of the work presented at the Third Annual Conference on the Luria-Nebraska Neuropsychological Battery held in Omaha during May, 1985. All of the papers emphasize the role of the Luria-Nebraska but the ideas can be used with almost any test.

Neuware - This is a book by people who have had to make decisions which affect the environment in which we all live, decisions which sometimes affect the quality of life of millions. It is not an academic disquisition on how to approach decision-making. Most of the chapters are written by scientists…who have had to take action or make recommendations on environmental matters in situations where the data are incomplete or choices hedged by factors beyond scientific resolution; the result is that they have had to resolve dilemmas about the proper way forward in the matter. My brief to the authors was to describe issues with which they had been personally concerned, rather than simply select from the vast range of envir- mental problems 'out there'. The only exception to this was Andrew Brennan (Chapter 1), who is a professional philosopher; I asked him to say something about the processes and errors indulged by environmental decision-makers. There is some overlap between chapters, but this is not extensive. I have made no attempt to eliminate it, because the aim has been to present personal points of view, not a systematic account of environmental problems. Similarly, there are important topics which are not covered. Indeed, a critic would complain that a book on environmental dilemmas which does not deal directly with the crucial divide between development and conservation is almost wholly irrelevant; from one point of view, it could be condemned as fiddling while Rome burns.
