The meeting soon evolved into an international conference, with an increasingly larg…er parti- pation. It has been organized jointly, initially by the Department of Mathematics of INCREST and by the Faculty of Sciences of the University of Timi soara, then (since 1990) by the Institute of Mathematics of the Romanian Academy and the Faculty of Mathematics of the West University of Timi soara. The venue was u- ally Timi soara (and, occasionally, Herculane, Bucharest or Predeal). Since 1986 the conference has been regularly held biannually at the beginning of the summer. The 19th Conference on Operator Theory (OT 19) took place between June 27th and July 2nd 2002, at the West University of Timi soara. It is a pleasure to acknowledge the considerable nancial support received through the p- gramme EURROMMAT of the European Community, under contract ICA1-CT- 2000-70022. Partial support has also been provided by the Romanian Ministry of Education, Research and Youth, grants CERES 152/2001 and 153/2001. The full programme of the conference is included in the sequel. It is worth mentioning also a special event that has taken place during the conference: p- fessor Israel Gohberg has been awarded the title of Doctor Honoris Causa of the West University of Timi soara.

Neuware - It is widely acknowledged that the cost of validation and testing comprises a s- nificant percentage of the overall development costs for electronic systems today, and is expected to escalate sharply in the future. Many studies have shown that up to 70% of the design development time and resources… are spent on functional verification. Functional errors manifest themselves very early in the design flow, and unless they are detected up front, they can result in severe consequence- both financially and from a safety viewpoint. Indeed, several recent instances of high-profile functional errors (e. g. , the Pentium FDIV bug) have resulted in - creased attention paid to verifying the functional correctness of designs. Recent efforts have proposed augmenting the traditional RTL simulation-based validation methodology with formal techniques in an attempt to uncover hard-to-find c- ner cases, with the goal of trying to reach RTL functional verification closure. However, what is often not highlighted is the fact that in spite of the tremendous time and effort put into such efforts at the RTL and lower levels of abstraction, the complexity of contemporary embedded systems makes it difficult to guarantee functional correctness at the system level under all possible operational scenarios. The problem is exacerbated in current System-on-Chip (SOC) design meth- ologies that employ Intellectual Property (IP) blocks composed of processor cores, coprocessors, and memory subsystems. Functional verification becomes one of the major bottlenecks in the design of such systems.

' Since its inception in the late 1970s, IFIP WG 8. 2 has sought to understand how computer-based information systems interact and must be designed as an integrated part of the organizational design. At that time, information systems handled repetitive and remote back-office functions and the main concern was work task design for repetitive input tasks and the potential impact of improved information support on organizational decision-making and structure. The focus of the information system design shifted in the 1980s when computers became part of the furniture and moved into the office. Reflecting this significant change, IFIP WG 8. 2 in 1989 organized a conference dedicated to the design and impact of desktop technology in order to examine how organizational processes and the locus of action changed when the computer was moved into the office. Sixteen years later, we are experiencing another significant change. Computers are now becoming part of our body and sensory system and will move out of the traditional office locations and into the wilderness. Again, IFIP WG 8.

As well, the introduction of intelligent materials and…innovative design approaches in these systems is painfully slow due to heavy relianceon traditional construction and maintenance practices, and the conservative nature of design codes. Feedback on the 'state of the health' of constructed systems is practically nonexistent. In the quest for lighter, stronger and corrosion-resistant structures, the replacement of ferrous materials by high-strength fibrous ones is being actively pursued in several countries around the world, both with respect to the design of new structures as well as for the rehabilitation and strengthening of existing ones. In North America, active research in the design of new highway bridges is focused on a number of specialty areas, including the replacement of steel reinforcing bars in concrete deck slabs by randomly distributed low-modulus fibers, and the replacement of steel prestressing cables for concrete components by tendons comprising super-strong fibers. Research is also being conducted on using FRPs to repair and strengthen existing structures.

To create some order, I have organized the sixteen papers into five general sections: (1) Decision theory; (2) belief revision and nonmonotonic logic; (3) induction; (4) semantics and pragmatics; and (5) cognition and evolution. Having said this, I still think that there is a common theme to my work over the years: The dynamics of thought. My academic interests have all the time dealt with aspects of how different kinds of knowledge should be represented, and, in particular, how changes in knowledge will affect thinking. Hence the title of the book.
