In a the classical notion also conventional classification, Finsler geometry has besides a number of generalizations, which use the same work techni…que and which can be considered self-geometries: Lagrange and Hamilton spaces. Finsler geometry had a period of incubation long enough, so that few math ematicians (E. Cartan, L. Berwald, S.S. Chem, H. Rund) had the patience to penetrate into a universe of tensors, which made them compare it to a jungle. To aU of us, who study nowadays Finsler geometry, it is obvious that the qualitative leap was made in the 1970's by the crystallization of the nonlinear connection notion (a notion which is almost as old as Finsler space, [SZ4]) and by work-skills into its adapted frame fields. The results obtained by M. Matsumoto (coUected later, in 1986, in a monograph, [Ma3]) aroused interest not only in Japan, but also in other countries such as Romania, Hungary, Canada and the USA, where schools of Finsler geometry are founded and are presently widely recognized.

This is not a fully fledged grand theory that aims to provide an explanation of everything, but an attempt to provide a rationale for taking an ecological world view a…nd applying it to language education, which I regard as one of the most important of all human activities. Goethe once said that everything has been thought of before, but that the difficulty is to think of it again. The same certainly is true of the present effort. If it has any innovative ideas to offer, these lie in a novel combination of thoughts and ideas that have been around for a long, long time. The reader will encounter influences that range from Spinoza to Bakhtin and from Vygotsky to Halliday. The scope of the work is intentionally broad, covering all major themes that are part of the language learning process and the language teaching profession. These themes include language, perception and action, self, learning, critical pedagogy and research. At the same time I have attempted to look at both the macro and the micro sides of the ecological coin, and address issues from both a theoretical and a practical perspective. This, then, aims to be a book that can be read by practitioners and theoreticians alike, and the main idea is that it should be readable and challenging at the same time.

The means at hand include the state's structuring and organization of schooling, determination of what education is compulsory, e…xaminations that decide admittance to institutions of secondary and tertiary education, the design of educational aids, curricula, textbooks, didactic methods, and the general distribution of resources to schools. A further apparatus is that of teacher education and the regulations for appointment to the schools and remuneration (van Kemenade, 1985, p. 850). There are indications that the issue of equality and equity for all in education is a dilemma prevalent in systems of state education, among others, because the advancement of equity is liable to interfere with the state's main goal. It is highly likely that the failing does not derive from contingent misund- standings, but rather from systemic contradictions. With this in mind, this book suggests a broad-spectrum approach to understanding how state education gets done, so to speak, and what in the process seems to obstruct impartiality. The case that I will examine is that of the state system of education in Israel. Underlying the study is the sociological assumption that an analysis of how one state system works is likely to bear a message that can be generalized.

H- ever, it was easily identified in contaminated waters during the 19th century, thus becoming a clear indicator of water pollution by human feces. Tamed, cultivated, and easily maintained in laboratories, its fast growth rate and metabolic capacity to adjust to changing environments fascinated the minds of scientists who studied and modeled such complex phenomena as growth, evolution, genetic exchange, infection, survival, adaptation, and further on-gene expression. Although at the lower end of the complexity scale, this microbe became a very successful model system and a key player in the fantastic revolution kindled by the birth of recombinant DNA technology.

Since its first edition in 1999, ICEIS focuses on real world applications and aims at bringing together researchers, engineers and practitioners interested in the advances and business applications of information systems. As in previous years, ICEIS'2003 held four simultaneous tracks covering different aspects of enterprise computing: Databases and Information Systems Integration, Artificial Intelligence and Decision Support Systems, Information Systems Analysis and Specification and Software Agents and Internet Computing. Although ICEIS'2003 received 546 paper submissions from over 50 countries, only 80 were accepted as full papers and presented in 30-minutes oral presentations. With an acceptance rate of 15%, these numbers demonstrate the intention of preserving a high quality forum for future editions of this conference. From the articles accepted as long papers for the conference, only 32 were selected for inclusion in this book Additional keynote lectures, tutorials and industrial sessions were also held during ICEIS'2003, and, for the first time this year, the 1st Doctoral Consortium on Enterprise Information Systems gave PhD students an opportunity to present their work to an international audience of experts in the field of information systems.
