However, research by ecosystem and population ecologists has shown that the processes in question are very often non-convex. This has important implications for environmenta…l and resource economics. Typically, a system under study or being managed would contain multiple basins of attraction. So the system would flip from one basin to another if a 'threshold' (mathematically, a bifurcation) were crossed. Furthermore, the flip could be irreversible. But even if it were reversible, the system could well display hysteresis. The latter eventuality means that in order to entice the system to return to its original basin of attraction, a different and possibly costly path has to be traced. A mistake in management may then be a lot more costly than envisaged. An example would be a possible flip of the Gulf Stream owing to fresh water intrusion from melting glaciers during global warming.

Successful postharvest handling of crops requires careful coordination and integration of the various steps from harvest operations to consumer level in order to maintain the initial product quality. Maturity at harvest is one feature of quality of perishable products, it has great influence on their postharvest behavior during marketing. Safety assurance can be part of quality assurance and its focus on minimizing chemical and microbial contamination during production, harvesting, and postharvest handling of intact and fresh-cut of commodities. Essentially, electromagnetic (often optical) prop- ties relate to appearance, mechanical properties to texture, and chemical properties to flavor (taste and aroma).

The number and the quality of submissions indicate that we are well on the way to establishing WWIC as a major event in the eld of wired/wireless internet communications. We received around 60 competitive submissions from Europe, North America, the Middle East and the Far East. Each submission was reviewed by at least two experts, although the majority received three or more reviews. Based on this rigorous reviewing procedure, the International Program Committee selected 26 submissions for presen- tion and publication in the proceedings. Therefore, we should all expect the quality of a selective conference in this volume. We hope you will enjoy it. The papers selected for presentation at WWIC 2004 were stimulating and of utmost interest. They were organized into eight sessions: 1. The second section considers problems of human rights politics; sections three and four present empirical studies about the appearance and disappearance of the rule of law and fundamental rights in Western and non-Western societies. Special attention is paid to the problems of developing countries, with a specific focus on past and present developments in Iran.
