Diese mit zahlreichen Karten und einer Fülle von zeithistorischen Dokumenten angereicherten Darstellung der Vertreibungswellen in Mittel- und Osteuropa bietet Aufklärung im besten Sinne. Die dargestellten Daten und Fakten können zur Versachlichung eines Themas beitragen, das nur allzuoft missbraucht wird. Betrachtet man die in immer wieder neue Farben getauchten, durch wechselnde Grenzen markierten, mit Piktogrammen gespickten Landkarten Mittel- und Osteuropas, in denen Pfeile in jede Richtung weisen, mag man zunächst glauben, es handle sich um die Bewegungen des Militärs. Doch nicht die Einsätze von Panzern oder Jagdbombern, die Lenkung von Artillerie- oder Infanterieeinheiten werden hier dargestellt, sondern Völkerwanderungen von Zivilisten. Es geht um Flucht, Vertreibung, um Umsiedlung und Deportation von über einem Dutzend Nationen und Ethnien in der Zeit von 1939 bis 1959. Das in Polen ausgezeichnete Buch hat der Weltbild Verlag nun als "Illustrierte Geschichte der Flucht und Vertreibung" auf Deutsch veröffentlicht. Das Besondere an dem ausgiebig kommentierten und bebilderten Band besteht darin, dass er die tragische Geschichte einer zwei Jahrzehnte umfassenden Zwangsmigration nicht von ihrem Ende her aufzäumt, sondern sie von Anfang an, Kapitel für Kapitel, in allen Facetten erzählt. Den Auftakt zu den großen mittel- und osteuropäischen Umsiedlungen verkörpert die massenhafte Vertreibung von Polen und Juden aus den im Herbst 1939 dem Deutschen Reich angegliederten Gebieten, wo die nationalsozialistischen Machthaber Platz für deutsche Siedler zu schaffen gedachten. Die dafür Vertriebenen wurden in das neu errichtete Generalgouvernement zwischen Warschau, Krakau und Lublin abgeschoben. Dieses Generalgouvernement, eine riesige Pufferzone zwischen Hitlerdeutschland und der Sowjetunion, wurde in den folgenden Jahren zum gigantischen Labor für nationalsozialistische Umsiedlungs- und Deportationsexperimente. Als weiterer Hauptakteur im Vertreibungsgeschehen stieg bereits wenige Monate nach Kriegsausbruch das Stalin-Regime auf. Aus den ostpolnischen Gebieten, die sie gemäß Ribbentrop-Molotow-Pakt annektiert hatten, verbannten die Sowjets in großem Maßstab Polen, Juden, Weißrussen und andere in die unwirtlichen Teile des Landes, vor allem nach Sibirien. Den zahlenmäßigen Höhepunkt erreichten die Zwangsmigrationen durch Flucht und Vertreibung von Millionen Deutschen aus dem östlichen Europa in den Jahren von 1945 bis 1948. Die Spätaussiedlung von Deutschen aus Polen überwiegend ins westliche Deutschland und die Rücksiedlung vieler Polen von sowjetischem Territorium in die polnische Volksrepublik Ende der fünfziger Jahre schloss dieses Zeitalter für Mittel- und Osteuropa ab. Hier endet der Band, der sich in vier Hauptkapiteln ausführlich dem Schicksal der wichtigsten Beteiligten widmetder Polen, Juden, Deutschen und Ukrainer. Berücksichtigt wird aber auch das einschlägige Schicksal von Litauern, Tschechen, Slowaken, Weißrussen oder Roma. Die Historiker der Universität Breslau und des Jüdischen Historischen Instituts in Warschau haben ein eindrucksvolles Buch erstellt, das neben dem kommentierten Kartenwerk eine Fülle von zeithistorischen Dokumenten aus der Feder sowohl der Opfer als auch der politisch Verantwortlichen bietet. Nachteilig für die Lektüre wirken sich manche Ungereimtheiten in der deutschen Übersetzung, das Fehlen eines Registers und ein Wirrwarr bei der Schreibung der Ortsnamen aus. Davon abgesehen bietet die "Illustrierte Geschichte der Flucht und Vertreibung" ebenso anschauliche wie detailreiche Aufklärung für Debatten über ein bedeutendes Thema, mit dem immer wieder politischer Missbrauch getrieben wird. The workshop was organised in connection with a three-year European-Union-funded Basic Research Project in the ESPRIT framework, called NACT, a collaboration between Daimler-Benz (Germany) and the University of Glasgow (Scotland).The NACT project, which began on 1 April 1994, is a study of the fundamental properties of neural-network-based adaptive control systems. Where possible, links with traditional adaptive control systems are exploited. A major aim is to develop a systematic engineering procedure for designing neural controllers for nonlinear dynamic systems. The techniques developed are being evaluated on concrete industrial problems from within the Daimler-Benz group of companies.The aim of the workshop was to bring together selected invited specialists in the fields of adaptive control, nonlinear systems and neural networks. The first workshop (NACT I) took place in Glasgow in May 1995 and was mainly devoted to theoretical issues of neural adaptive control. Besides monitoring further development of theory, the NACT II workshop was focused on industrial applications and software tools. This context dictated the focus of the book and guided the editors in the choice of the papers and their subsequent reshaping into substantive book chapters. Thus, with the project having progressed into its applications stage, emphasis is put on the transfer of theory of neural adaptive engineering into industrial practice. The contributors are therefore both renowned academics and practitioners from major industrial users of neurocontrol.
