Da mit Zwang Nachhaltigkeit nicht hergestellt werden kann, muss die Übernahme entweder unbewusst oder unter dem Eindruck der Freiwilligkeit erfolgt sein. Wie wurde die Bevölkerung jeweils in die kollektive Identität einbezogen? Wie wurde die öffentliche Kommunikation kontrolliert? Welche Bedeutung kam dem nichtöffentlichen Kommunikationskanal »Brief« zu?
