Su principal objetivo es distribuir productos básicos a precios subvencionados a los más pobres y mejorar el estado nutricional de los sectores más desfavorecidos de la sociedad. Pero el funcionamiento del PDS está paralizado por errores de inclusión, la naturaleza urbana sesgada del PDS, las fugas de productos básicos al mercado abierto, la asignación inadecuada, la peor calidad de los cereales alimentarios, la corrupción en la elaboración de las tarjetas de racionamiento, la incapacidad de los pobres para comprar artículos subvencionados, etc. En muchas zonas remotas del país, como en el caso de Odisha, el PDS no funciona eficazmente y no logra alcanzar sus objetivos. Estas cuestiones se examinan en detalle en este libro.

But the functioning of the PDS is paralyzed by Inclusion errors, urban biased nature of PDS, leakages of commodities to the open market, inadequate allocation, worst quality of food grains, corruption in ration card making, incapacity of poor people to buy subsidized items etc. In many remote areas in the country, as in the case of Odisha, PDS is not functioning effectively and it is failing to realize its objectives.
