Rico Avello, reformista y republicano federal en el Oviedo del reinado de Alfonso XIII, desplegó la mayor parte de su carrera profesional al servicio de la patronal minera. A partir de 1931 inició una carrera política en Madrid en la filas del republicanismo moderado, que estuvo cerca de culminar en la presidencia del Gobierno.
