This result came about because, rather than inserting thousands of troops into the country, the U.S. fought the war using a new type of military operation that relied on special forces, airpower, and Afghan allies. In the operation, around fifty U.S. special forces personnel accomplished what planners had believed would require 50,000 U.S. ground troops. In the wake of the war military planners largely dismissed the Afghan model as unworkable elsewhere. In this article, the authors examine how the new method performed in Afghanistan and later in Iraq. They explain why it worked and show that the traditional military's pessimism is unwarranted. They argue that the Afghan model vastly improves U.S. leverage in coercive diplomacy and war because it requires few U.S. ground troops and facilitates the transition to stability and democracy by empowering indigenous allies. In the past, recommendations for some form of merger involving the National Security Agency (NSA), National Reconnaissance Office (NRO) and the National Imagery and Mapping Agency (NIMA) have been proposed as a way to potentially improve space-based ISR performance. The Joint Staff has also recently asked whether this option should be pursued. Based on historical research and a survey of the general topic literature, this paper argues that a merger between these three agencies will not improve the current space-based ISR performance because its problems aren't related to structure. Instead, the root problems are due to a missing space-based surveillance tool and a changing information process. This paper recommends following the guidance from the latest four congressional commissions from the November 2000 through January 2001 timeframe that recommend merging the NRO with the Air Force space efforts and concentrating on developing and deploying a space based surveillance system as the most effective way to improve space-based ISR performance. Both NATO Secretary General George Robertson and UK Prime Minister Tony Blair have pushed hard for an increased Russian role, up to and including a limited vote for Russia on NATO policy issues. Russian leaders including Putin have made numerous trips to European capitals in an effort to build diplomatic bridges that could be useful later.In Central and South America, Moscow has successfully rekindled relationships in the Western Hemisphere. Putin has made personal visits followed up with effective military and diplomatic ties with Brazil and Argentina as well as becoming more visible throughout the region. The Russians have even been allowed to compete their highest technology weaponry against the US when bidding for purchase.Russian relations with the US have been clearly improved. The US Secretary of State, Colin Powell has brought Russia deeply into the negotiations in the Middle East and both US leaders have endorsed the Russian handling of the situation in Chechnya. However, there is still some Cold War feeling remaining and competition for influence still echoes in the relationship between Moscow and Washington.The future remains uncertain for Russian foreign policy. But one thing is clear; it will not be without the pragmatic efforts of Vladimir Putin. He will make every effort to steer Russia that brings every advantage.
