Mein diesbezüglicher Entschluß resultiert aus meiner persönlichen Meinung, daß Präsident Clinton v.a. als Finanz- und Wirtschaftspolitiker der Nachwelt in Erinnerung bleiben wird. Mit dieser Arbeit wollte ich hierzu einen ersten Beitrag leisten.Da Bill Clinton bei der Erstellung dieser Arbeit noch im Amt war, sind Werke über seine Finanz- und Wirtschaftspolitik bzw. über seine gesamte Präsidentschaft spärlich. Vielmehr muß man einerseits auf Veröffentlichungen zurückgreifen, die ein bestimmtes Gebiet oder eine bestimmte Zeitspanne der Clinton-Administration behandeln und teilweise von amerikanischen Journalisten verfaßt wurden. Dies ist beispielsweise für die Bücher von Elizabeth Drew oder Bob Woodward der Fall. Die erste Amtszeit Bill Clintons wird in Drews beiden Werken fast vollständig beschrieben, wobei sowohl die Innen- und Wirtschaftspolitik als auch die Außenpolitik behandelt werden. Für diese Arbeit waren jedoch nur die auf die Haushalts- und Wirtschaftspolitik bezogenen Kapitel von Bedeutung, die komprimiert und verständlich die wichtigsten und relevanten Fakten zusammenfassen. Die Veröffentlichung von Bob Woodward, der den Lesern bereits durch sein Mitwirken bei der Aufdeckung des Watergate-Skandals bekannt ist, hat einen journalistischeren Stil als Drew und wurde deshalb ergänzend hinzugezogen.Für das erste Kapitel und die erste Amtszeit Bill Clintons diente schließlich Wolfgang Klages sehr informatives Buch als Leitfaden. Während über die erste Amtszeit Präsident Clintons auch über die oben erwähnten Werke hinaus bereits Literatur veröffentlicht wurde, mußte andererseits für die zweite Amtszeit gänzlich auf Quellen, wie Zeitungen oder das neue Medium Internet, zurückgegriffen werden. Seit Amtsantritt des Präsidenten im Jahre 1993 habe ich in teilweiser mühevoller Arbeit Zeitungsartikel und andere Veröffentlichungen über Bill Clinton gesammelt. Anhand des auf diese Weise vorliegenden Materials konnte die Haushalts- und Wirtschaftspolitik seit 1993 abgestützt und die seit 1997 verfolgte Politik nachgezeichnet werden. Als zweite Stütze diente mir das Internet, das sich unter Bill Clintons Amtszeit zu einem weltweiten Kommunikationssystem entwickelt hat. Die Web-Seiten des Weißen Hauses, des Kongresses und der großen amerikanischen Tageszeitungen waren für den Stand von Haushaltsverhandlungen, für Stellungnahmen, Reden, Gesetzesvorlagen, Institutionen, Personen und Statistiken unerläßlich. Besonders das Weiße Haus gab sich Mühe, Interessierte über seine Politik zu informieren, wobei hier natürlich die Position der Regierung im Vordergrund stand. Doch gerade der Umgang mit diesen Primärquellen hat den Reiz beim Verfassen dieser Arbeit ausgemacht.Die vorliegende Arbeit befaßt sich mit beiden Amtszeiten Präsident Clintons unter dem Gesichtspunkt der von seiner Regierung verfolgten Finanz- und Wirtschaftspolitik. Der Schwerpunkt liegt dabei v.a. auf der Haushaltspolitik, die die Voraussetzungen für den erstaunlichen wirtschaftlichen Aufschwung der Vereinigten Staaten von Amerika seit 1993/94 geschaffen hat. Natürlich spielt der Kongreß, dem die Haushaltsgesetzgebung unterliegt, dabei auch eine wichtige Rolle. Die Konflikte zwischen Exekutive und Legislative um den richtigen haushalts- und wirtschaftspolitischen Kurs werden im folgenden ebenso geschildert, wie die Prioritäten, die der Präsident in der Finanz- und Wirtschaftspolitik setzte.
