Wir werden seit einigen Monaten mit Vorwürfen, Anklagen, Verdächtigungen und Pauschalurteilen wegen unseres Verhaltens vor, während und nach dem 2. Weltkrieg überhäuft. Man wirft uns Unehrlichkeit, Sturheit und Überheblichkeit vor. Das Ansehen unseres Landes ist angeschlagen, weil weltweit der Eindruck erweckt wird, die Schweiz habe sich im Krieg bereichert, vom Krieg profitiert und ihre Banken hätten 50 Jahre lang versucht, Vermögen von Holocaust-Opfern zum eigenen Nutzen zurückzubehalten. Unterschwellig wird damit geltend gemacht, der schweizerische Wohlstand beruhe im Grunde auf Hehlerei und sei nur auf Kosten anderer möglich gewesen. Das ist massive Kritik. Sie betrifft nicht nur das wirtschaftliche, sondern auch das ethisch-moralische Fundament unseres Staates. Ein grosser Teil unserer Bevölkerung ist daher tief verunsichert, sieht sich im Selbstverständnis als Schweizer in Frage gestellt. Viele fragen sich aufgebracht: Warum? Warum erst jetzt und warum ausgerechnet die Schweiz, die an keinen Deportationen beteiligt war und auch keinen gewalttätigen Antisemitismus kannte? Warum gerade wir - und nicht auch andere? Aber auch die Gegenfrage ist laut geworden: War Grundlegendes faul in diesem Staat? Waren die bewaffnete Verteidigung unseres Landes und die damit verbundenen grossen Opfer, Entbehrungen und Ängste der Bevölkerung während des Krieges nutz- und sinnlos, nur nötiger Schein, um die Kollaboration von politisch und wirtschaftlich Mächtigen zu verdecken? Und schliesslich haben nicht wenige die Frage aufgeworfen, ob wir heute einen Preis für unser internationales Abseitsstehen bezahlen. Es ist die Meinung im Volke weit verbreitet, der Bundesrat habe es bisher an einem klaren Wort fehlen lassen. Mit dieser Erklärung kann es allerdings nicht darum gehen, die Ergebnisse der von uns eingesetzten Historikerkommission vorwegzunehmen oder sogar bereits die nötigen Schlussfolgerungen daraus zu ziehen. Ziel der heutigen Erklärung ist es vielmehr, einen Beitrag zur Versachlichung der bisher sehr emotional geführten Diskussion zu leisten (S. 3) Sprache: Deutsch Gewicht in Gramm: 550.
