The Royal Commission on Historical Manuscripts (abbreviated as the HMC) was established in 1869 "to make enquiry as to the places where manuscripts and… private papers of historical interest were located and to report on their contents". The HMC's offices were located at Quality House, Quality Court, Chancery Lane, close to the old Public Record Office. The general public were able to visit Quality House during regular office hours to use the National Register of Archives, a computer database of archival references drawn from catalogues and published lists of manuscripts, useful for the study of British history, held in private hands and repositories in both the UK and overseas. In April 2003 the Keeper of Public Records became the sole Historical Manuscripts Commissioner. The chief executive of the National Archives is now Keeper of Public Records and Commissioner of Historical Manuscripts.

Hazlitt regrets that he has no copy of either…of the books Baron names, as he 'printed only a few copies for presents. Nor have I any photograph of myself.' He is 'extremely glad that the perusal of my publications' has 'proved agreeable' to Baron. He will 'probably reprint some day the two volumes of verse with additions', and is at present 'bringing out a new edition of my Proverbs'.

Three lots are given: first, 370 oak trees on Blackburne's estate at 'Risley, within the parish of Winwick [.] in the occupation of Peter Wilkinson'; second, 577 oak trees at Risley, 'upon an estate in the occupation of George Rylands'; third, 25 ash trees, on estates in the occupation of John Eden and George Rylands. She names the authors of the 'three signed postcards' (not prese…nt) as: James Payne ('Editor of Cornhill, author of many novels'), Charlotte Yonge and Richard Monckton Milnes, Lord Houghton. Of the last she writes: 'I could not spare anything else of his, - & if you have another signature please let me have it back again - as also - the envelope - for that is also written by one who is dead - Hugh Conway - author of Called Back, etc. An envelope is better than nothing at all, I think.' She thinks it unlikely that Parker will be able to read the two men's cards, but assures him that 'they have written much more illegibly than they have done in these specimens!'.

Signed and dated in type at foot: 'JOHN BLACKBURNE. | HALE, | November 12th, 1829. Printed on one side of a piece of wove paper…, and with one central horizontal fold. In fair condition, worn and aged, with slight loss and chipping at edges.' The seventeen lines of text begin: 'In conformity with the Declaration I made at the last General Election at Lancaster, I think it my duty to make publicly known, that it is not my intention again to offer myself as a Candidate for the distinguished situation I have held as one of your representatives.' Blackburne stresses that 'The Honor of representing this County in Parliament has ever been my greatest pride, and ambition. You have for Forty-five Years entrusted that important charge to my care, and I flatter myself your confidence has not been misplaced. I can with truth declare I have uniformly supported those measures which to the best of my judgment and abilities appeared most conducive to your interests and to those of the Country in general.' An eccentric figure, Blackburne was educated at Harrow and Queen's College, Oxford, and served as Member of Parliament for Lancashire for 46 years from 1784. See his entry in the History of Parliament. From Blackburne's own papers, through the Lancashire antiquary Dr James Kendrick (1809-1882).

On reverse, in another hand: 'At Northampton a Monument at the Inn'. The note reads: 'This ancent Mounement was Erected to perpetuate the memory of Queen Eleon [sic] Consort to Edward the First Who in an Expedition… against the Scots was Shot with a Poison arrow the Queen Extracted the poisen from the wound By Sucking it out By which means she saved the Kings Life But Lost her own - This Being almost Come to Decay By age was Rebuilt and Beutified By the worshipfull the Justices of Peace for this County in that Memorable Year 1712 when the Arms of England was Crownd with Succes under the Conduct of Brave and Renownd John Duke of Malbrow'. The poison-sucking story, popularised by William Camden, has no basis in fact, and the present document is an interesting example of how stories are distorted in folk memory. As perpetuated by Camden, the incident is supposed to have occurred at Acre, not in Scotland, and the poisoning is supposed to have involved a dagger, not an arrow; nor is Eleanor supposed to have died as a result of her intervention.
