ABOUT THE AUTHOR: Richard Irwin is a former Senior Special Operations Program Officer with the Central Intelligence Agency (CIA). His 28 years of service with the CIA has provided Mr. Irwin with extensive operational and senior management expertise including several tours in Central American and European posts dealing with foreign governments. His skills in this arena were further honed through his work with US federal, state and local law enforcement departments and agencies. These include the Department of State, Department of Defense, Department of Homeland Security, the Homeland Security Council and the National Security Council at the White House. After distinguishing himself in Afghanistan following the September 11, 2001 attacks, Mr. Irwin was assigned to the White House, at the direction of the Director of Central Intelligence, to serve as the Director of Incident Management in the Office of Homeland Security from February 2001 to February 2003. In March 2003, Mr. Irwin was elevated to the position of Director of Incident Management for the Homeland Security Council at the White House, serving in this capacity through May 2004.
