Forgan, a prominent Chicago banker, headed a cooperating finance committee which struggled to raise enough money to fund the commission'…s ambitious undertaking. The letter is largely devoted to financial matters, mostly the need for more money than previously estimated. The Commission report was published by the University of Chicago in 1922.
