Son ouvrage traite des anciennes lois maritimes, dont les fameuses «lois d'Oléron» ou «jugements de la mer» et il contient également quelques commentaires sur la pêche à la baleine. Il est divisé en trois parties : I. « De la navigation », II. « Du commerce naval & contracts maritimes », III. « De la juridiction de la marine : avec un Traicté des termes de marine & reglemens de la navigation des fleuves & rivières ». Deux curieux chapitres sont consacrés à ses compatriotes basques (« Expédition ou Voyage des Basques dans la mer de Groetland », et « Première découverte de l'Amérique par les Basques ») où l'auteur affirme que les Basques ont découvert Terre-Neuve et le Canada cent ans avant Colomb. Two curious chapters are devoted to his Basque compatriots ("Expedition or Voyage of the Basques in the Sea of Greenland", and "First discovery of America by the Basques") where the author claims that the Basques discovered Newfoundland and Canada one hundred years before Columbus.
