Nach der Abdankung der alten Regierung am 4.3.1798 stand Steiger bei den kämpfenden Truppen am Grauholz und floh schliesslich nach Süddeutschland ins Exil. Dort warb er als Anführer der Schweizer Emigranten in Berlin und Wien für Truppen, um die französischen Besatzer aus dem Land zu vertreiben und die alte Ordnung wiederherzustellen. Steiger starb gut zwei Monate nach dem Sieg der Franzosen bei Zürich von Ende Sept. 1799, als er von Augsburg aus erneut Widerstand gegen die Franzosen zu organisieren versuchte."
