Hall was a Captain in the British Navy, who published many accounts of his travels, most notably his "Account of a Voyage of Discovery to the West Coast of Correa, and the Great Loo-Choo Island," 1818. Having resigned from the Navy in 1823, Hall spent fourteen months of 1827-1828 touring the United States and, for nine weeks, Canada. "Aided by his literary reputation and more than 100 letters of recommendation, he dined with famous people such as President John Quincy Adams, the governors of several states, and artists and academics, toured all the chief eastern rivers, including the Alabama between Montgomery and Mobile, as well as the Great Lakes, the chief canals, and the Gulf of Mexico between Mobile and New Orleans. Hall's most significant land journey was by carriage across Georgia, an adventure far different from any in the more advanced eastern states, and one that included his being feted by the Creek Indians. Altogether he claimed to have traveled 8,800 miles in the United States and Canada. "Hall's three-volume 'Travels in North America in the Years 1827 and 1828,' published in 1829 in Edinburgh and London, was one of the most widely read of over 200 such books written by British travelers to North America before the Civil War. Provenance: With the ownership inscription of John Weyland of Woodrising Hall, Norfolk (1774-1854), writer on the poor laws, at the head of each title-page (slightly shaved in volumes one and II). First edition, and an attractive set. in which Hall "describes this commission, his explorations in the little known eastern seas, and his visit to Canton (Guangzhou). His interview with Napoleon, who had known his father as a schoolboy at Brienne, is also recounted in the book, the later editions of which contain more personal narrative" (DNB). Captain Basil Hall led quite an exciting and adventurous life in the service of the Royal Navy, traveling as far afield as the East Indies, China, to the "West Coast of Corea and the Great Loo-Choo Islands" (1818), South America, Valparaíso and the West coast of America, as far north as San Blas, Mexico, and south to the coasts of Chili, and Peru. "After retiring from the navy, Hall spent his time in private travel or in literary and scientific pursuits at home. Of his travels in North America in 1827-8, he published a three-volume account in 1829, which was translated into French. His frank criticism of American customs provoked indignation in the United States, of which an interesting account appears in Frances Trollope's "Domestic Manners of the Americans" (1831)" (DNB). From the distinguished library of John Weyland ", now remembered as a critic of Malthusian population theory. He was concerned to uphold the existing social order in the countryside, and was an outspoken defender of the existing system of poor relief, for example in his "A Short Enquiry into the Policy, Humanity and Effect of the Poor Laws" (1807). His major work, "The principles of population and production, as they are affected by the progress of society; with a view to moral and political consequences" (1816; repr., 1994), attacked Malthus's argument on empirical grounds, disputing the belief that the population in England was outstripping the resources for subsistence, and reaffirming the benignity of the providential design. Weyland's principal object was to show that the poor laws were both beneficent and necessary, and were not a cause of pauperism, which he attributed to a lack of moral and religious instruction among the poor. Although his assertion that the population had reached a state of 'non-reproduction' was demonstrably absurd (despite the lack of issue from his own marriage), his advocacy of poor relief for large families where the wage-earner could not provide for all his children interested promoters of family allowances a century later.
