Sohn des Rudolf, Gutsbesitzers und Landammanns, und der Anna Katharina geb. von P. Enkel des Florian ( -> 11). 8 Maria Ulrica von P.-Reichenau, seine Cousine, Tochter des Ulrich ( -> 37). Nach dem Besuch der Dorfschule, des Instituts à Porta in Ftan, der Kantonsschule in Chur sowie den Gymnasien in Weilburg und Wetzlar (beide Hessen) studierte P. Recht und Nationalökonomie in Zürich, Heidelberg und Berlin. Der Promotion in Heidelberg 1842 schloss sich ein Aufenthalt an der Akad. Genf an. 1843 kehrte P. ins Engadin zurück. 1844 wurde er Bundsstatthalter und Bündner Grossrat (mit Unterbrechungen bis 1877). Seine wirtschaftl. Lage erlaubte ihm 1846 die Ablehnung der Kandidatur für den Kl. Rat. Stattdessen unternahm er Studienreisen nach Frankreich und England. 1848-69 und 1876-81 sass er im Nationalrat (1865-66 Präs.) und 1849-52 präsidierte er das Bezirksgericht Maloja. 1850 beteiligte er sich an der Gründung der eidg. Zeitung "Der Bund". P. besass Güter in ganz Graubünden und im Thurgau, Industriebeteiligungen sowie die Bäder in Bormio. Sein Einsatz galt der wirtschaftl. Förderung des Berggebiets, v.a. dem Engadiner Tourismus und der Ostalpenbahn. Er gilt als Vater des Bündner Niederlassungsgesetzes von 1874. In Bern vertrat er anfänglich die liberale Mitte und war hauptsächlich aktiv in Verkehrs- und Landwirtschaftsfragen. Als Befürworter des Referendumsrechts und als überzeugter Föderalist und Gegner der Verfassungsrevision von 1872 geriet er ab Mitte der 1860er Jahre in Widerspruch zu den Zentralisten, worauf er sich den ref. Konservativen annäherte. Dies kostete ihn 1873 seinen Engadiner Sitz im Gr.
